My guess is that adding more power to the 5V rail won't make a huge difference. If a "supposedly identical" system works and this system doesn't, then they are NOT identical. Find the difference between the two systems and you will have found the answer. Maybe a wiring error, maybe the 10K isn't 10K on this system, any number of possibilities. Try the divide and conquer approach: Disconnect the entire external system and hook up a simple 10K load resistor. If that makes it droop, it is a board (or power) problem. If not, then it must be something about your external system.
