My C coupe was supposed to have been converted to a D coupe in 1971. The FAA Cd shows this conversion. However, if all of the D coupe issues were not completed, i.e. the steel sheet on the header tank, etc, can I challenge the fact it was never properly converted and in fact is still a C coupe? What would be the process for doing so?

There are alot of C coupes that are called D coupes but don't have the complete conversion. Has the stainless steel sheet ben installed over the header tank area? My 415-C has everything like a D except for the stainless steel over the tank, so it's still only a C. I have a sneaking suspicion that someone may have done all the changes to my plane then inadvertently flown it at a 1400lb GW not knowing that the conversion had not been completed. They probably even told their friends that they had a D. Who knows?
