Your FSDO must be suffering from some confusion.

 

The C-85 is clearly and EXPLICITLY allowed in the 415-C and 415-CD by the
controlling document, Aircraft Specification A-718.  There's a link to that
document on my Coupe page - just scroll down to the bottom.

Make sure to note to the FAA staffers that this comes from the FAA website
or heck, just print a copy and take it in to wave under their nose.

 

Especially bring to their attention the section on Engines and Engine
Accessories, section 110 on page 4:

 

110. Engines 12 lb.

Continental C-85-12 or -12F

Engine limits for all operations: 2575 r.p.m. (85 hp.)

(Eligible with item 1(c), 3, 4, 6, 7, or 8 propeller only).

Eligible on model 415-CD; eligible on model 415-C

provided the following are accomplished:

(a) Modifications specified under item 106 for installation of C-75 engine.

(b) Wide elevator trim tab (1-3/8 in chord) installed per

Erco dwg. 415-22031 or narrow trim tab (3/4 in. chord)

installed per Erco dwg. 415-22027 (or item 401).

Note: Conversion of continental C-75 engine to C-85 must be

accomplished in accordance with Continental Service

Bulletin M47-16, dated 6-7-48 and the oil sump dip stick

recalibrated to indicate full when sump serviced with 4.5 qt. oil.

 

FAA staffers go by the written word of the documents.  But sometimes they
need help finding the correct written word - there are surely a million
times too many pages for them to read and know.
