I am a German citizen, but a legal resident alien in the U.S.---i.e. I've got a valid green card. When I got that green card, the U.S. promised me (and all others with the same legal status) that I would have the same rights and duties as any citizen except a) I could not run for public office, b) I could not work for the U.S. government, c) I could not vote in any election, and d) if I left the country, there were certain conditions I would have to fulfill if I wanted to return--which I did. The U.S. broke its promises to all green card holders with the establishment of the Department of Homeland Security. a
