It it not important to translate literally but instead the real meaning/ideology/philosophy behind it has to be translated. I won't mind if some linguists/experts give their opinion on this. We need to finalize the terms carefully because these terms are going to be used for a really long time.
Right now, it does not seem to be consistent across different projects. Whatever we decide, let us all be consistent in all the usage of the terms. I have nothing against "स्वतन्त्र तथा खुल्ला सफ्टवेर", but to me it sounds more like a political slogan.
