Michele, I do not understand the purpose of this change.
If by feedback loop you mean the ability to track when an email is opened via beacons or other remote content, removing the text only option will not help you if the user blocks remote content in email as I do. Nor will html email help with those people whose email clients are configured to convert html emails to plain text.
Are you going to cull your email lists of people who do not activate whatever tracking beacons you are including in your emails? You will lose everyone concerned enough about their privacy and tracking to have blocked remote tracking via html emails.
I do not see how your inability to track my opening an email impacts anyone else nor how it might prevent the delivery of emails to others.

Hi all, We are planning to update our email communications, which are referred in the privacy notice for websites and communications [1] and remove the text only email option. Removing inactive subscribers is a critical part of email engagement and there is no feedback loop available for text only email communications. We’re doing this because all of our users could become impacted by a few subscribers inactivity. This happens because anyone’s inactivity influences the delivery of all of our email programs when it becomes frequent often - we want those who want to receive email content to receive it. We appreciate any feedback you might have and can take your comments into account as we continuously improve our communication programs. Thanks, Michele PS - For those who don’t know me, I manage the group that handles our email and in-product communications for desktop/mobile.
