I'm looking for a ship the size of a Cyclone, perhaps with a 
slightly smaller crew, which can fight a roughly equal weight
of any other warship class. 

In ab open ocean battle between 100 Cyclones (33,100 tons) and
8 Oliver Hazard Perrys (32,800 tons), I would expect the light
ships to get wiped out. Eight frigates have more than enough 
SM-1 to sink the patrol ships way beyond the range of the 25mm
guns on those ships. 

In fact, ten Cyclones (3,310 tons) would also be wiped out by 
eight Albatros fast attack craft (3,814 tons), because those 
fast attack craft would have 32 Exocets and 16 3' guns between
them.

Sending 100 Albatros (39,800 tons) against ten Oliver Hazard 
Perry (41,000 tons) might be more what I had in mind -- the 
frigates are individually much more capable, but the smaller
fast attack boats would have a realistic chance to damage a 
frigate, and numbers on their size.
