how do push the envelope, then? Some ideas could be:

* A variant of the spell research rules (Magic), developing a 
  mundane skill rather than a spell. 
* Use the invention rules rather than the ordinary programming
  rules to create the skill program.
* A variant of the uplift rules (4E, I'm not sure if they're 
  elsewhere, too).
