You're partly right, in that the star's characteristics provide a limiting factor. But solar sails are good for acceleration in directions other than directly away from a star; by taccing (sp?) maneuvers similar to what sailing ships use, it's possible to generate thrust tangential to the solar radiation.
Meanwhile: if you have access to beam generators of a sort suitable to help propel a solar sail, you can just as easily turn it on the planet directly as a weapon.
