Three levels. Standing on the top deck, standing in an exposed 
standing room, standing in 'enclosed' standing room without top
armor.

One exposed, normal crew station (not "seat") and one exposed, 
normal standing room are 30 cf. Add a bit for ducted fans and 
contragrav and the vehicle is 75 cf. Drag 100, thrust 40, top 
speed 55 mph. 

Or should it be three people?
