Remember that I'm arguing from general speculation rather than the explicit GURPS 3rd edition tech progression. If you have suits that can't move themselves fast enough to be useful, where you still get some advantage over unpowered infantry is speed of deployment. The suit APC doesn't need an armoured cargo compartment, because the suits are already armoured: it's just an armoured cab and powertrain, with an open deck and grab handles. Then as soon as it gets to where it's needed the suit troopers can dismount instantly in all directions, no messing about opening hatches and such. I suspect a tactical VTOL transport would look similar, something like a Sikorsky Skycrane with grab handles in the roof.
