You can't take it off but you can select preferred content servers
with doing Steam.cfg file next to the steam binary and put there one line:
PreferredContentServerIDs = "23 46 150"
Where the numbers in tose are the content servers from this list:
http://store.steampowered.com/stats/content/
There is no guarantee that they are used but it should look into
downloading updates from those first.
