IPs are assigned individually as far as I know on every OS. It is trivial to add and remove them individually and without rebooting the server. I have a server right now that has an IP in the 188.x.x.x netblock and another at 5.x.x.x.
The issue is because hosts like to use /28 ip blocks in their internal routing table and having /32 blocks makes it look bad. That same line of reasoning has also been told to us for dedicated servers.
