Sadly, neither the campaign hoster(ad serving company, i.e pinion or motdgd) nor the server owner can regulate the ad volume. Some ad-placing companies talk to the ad aggregators and vice-versa to fix all the problems and deliver good ads, but right now it's mostly quantity vs. quality.
