You asked if this issue is “ibus” or “each ibus engine”. _This issue_ is
not “each ibus engine”, nor handled with Ctrl+space.
One engine might provide different modes worth treating like “virtual
engines”. But the point is to have comfortable access to each of them. – In
this issue, through keyboard-shortcuts, which should not be handled by
“each ibus engine” itself.
