Even though Apple provides the software as part of the ACPP package, Tech Tool isn't an Apple product. It's made by MicroMat. It's not entirely up to Apple whether it runs in OS 9 or OS X. A disk utility like Tech Tool isn't likely to be runable in OS X -AND- OS 9, so you have to choose one or the other. EVERY computer is capable of running OS 9, but not all have OS X.
