If a story broke that Apple strong armed Micromat into some deal to force 
an OS X version be included, you'd cry foul there, too. Considering that 
this is a third party we're dealing with here and not just Apple, it's not 
completely up to Apple.

Micromat may not want to go to the extra expense of making a Lite version 
of Drive 10 because it may impact their Drive 10 sales, or they don't want 
to spend the man-hours to carbonize Tech Tool (a carbon app probably 
wouldn't work well to do some of the things Tech Tool does, though). They 
may not be interested in anything beyond their current deal with Apple at 
all. One never knows... one never knows. Apple may want to provide 
something else, but their license with Micromat prevents them from doing 
so.

Or maybe the current software WORKS, so there's no reason to "fix" it.
