Yes, certainly, IE can act as an FTP client. It cannot do that from a
regular http web page, however.
The ONLY way you'll upload files from a web page without using http is if
the page uses an embedded applet... IMail's web templates do not do this.
They use a typical http form post, like this one from sendmail.html:
