Since the list is quite small, and you used the web interface, how about
trying IMail Administrator to view the list settings and make all changes
via it, at least for a while! Remove all the addresses from the user.lst
file and then subscribe via email, a couple of addresses. Test now.

BTW, bounce messages may take some time to appear, with default IMail SMTP
settings, up to 10 hours. And during this time, any undelivered email will
still be in the Queue. Can you confirm that the email to the outside
addresses, is still in the Queue? If you don't find the email from the list
in the Queue, then IMail has sent it! Check the logs and you can see where
IMail delivered (or attempted to) the email.

I'm beginning to wonder again. If you don't get a bounce, that almost always
means the email was delivered. Maybe the mail is delivered, but the outside
recipients just cannot read the mail? Or maybe the remote server is
accepting the email, but because of some filter, discarding it? Guess the
real answer will come from a log. Here, try this:

Rename today's log, then send a test message to the list. IMail will attempt
delivery and create a new log file. After some time (check the Queue to see
when IMail has finished the file for the list), rename the new log and
rename the old one back. Include the small log in your reply.
