While I agree with much of what you have written here, I'm wondering - what
language should the tariff schedules be printed in if and when we have a
libertarian government?

  False.  English is not the common language of America.  America has no
  common language.  The language of America is English, Spanish, French,
  German, Dutch, Greek, Italian, Polish, Chinese, Vietnamese, Japanese,
  Russian, Swedish, Hindu, Arabic, Hebrew, etc.

  Many Mexican people have learned English, and many don't.  The same
  was true of the European immigrants.  Some of them didn't learn
  English for several generations.  Most were treated harshly and they
  retreated into neighborhoods of their own people to escape from this
  kind of oppression.  They felt welcome with their own people and their
  own language, even in a new country.

  Learning English doesn't make you more American.  It doesn't mean you
  try harder.  English is most certainly not the common language either.
