Any form of anarchy refers to the absense of the formal state. This has resulted in brutality, lawlessness, murder, rape, theft, oppression, vigilante justice (aka lynch mobs), gang warfare, chaos, widespread injustice, the strong victimizing the weak, and the most violent and vicious thugs running things for decades before the people finally stand up and form a government (formal state) to protect thier freedoms, to protect the weak from the strong, and to offer security and tranquility among the population.
