No, it is not clear. If the White Mesa Utes are members of the Ute 
Mountain Ute Tribe - as stated in the website, and as you acknowledge 
they are -  then why should the tribal council not be held 
accountable for the condition of the White Mesa Utes? If they say 
that the money (and the employment) cannot cross state lines, then 
they are simply lying - again a problem with the tribal council.

So what does that have to do with the price of cherries? Even 
assuming that the casino and other enterprises - other than the White 
Mesa pottery operation - are too far for the White Mesa Utes to 
commute to, they are certainly not too far for the tribal council to 
distribute the White Mesa Utes portion of the income - or better yet 
to use a portion of the income to invest in productive enterprises in 
the White Mesa area.

So it still comes down to the fact that it is a tribal council 
problem. Anyone know a good attorney?
