Item 132 Hazardous Bars.

I'm not sure, but I'd guess this has to do with breaking inlets, such as
the Columbia River entrance on the U.S. West Coast.  I believe that under
some dangerous conditions (a strong outbound current with a strong onshore
wind) the entrance can be declared closed until it becomes reasonably safe
again.  Perhaps the CG wants this item to punish folks for taking foolish
chances requiring CG assistance to pick up the bodies.  The CG has a
training base there and has lost personnel on that bar.

Maybe some West Coast folks can clear this up.

Then again, maybe they were referring to places such as The Elbow Room in
Dutch Harbor AK, supposedly one of the ten roughest bars in the world.  I
did survive that one - barely.   I asked a native woman there if she was an
Eskimo - not a good move - but she did let me live with a stern warning.  I
am such a lucky man...
