Phil has a good question... but what's the alternative?
Self reporting when you are in violation of the law?
Let's be real.

No one likes rude folks. But a boarding at 1 pm in the
afternoon to check if your boat is within the law does
not seem that extreme...  They may not assume folks
are asleep and wrongly assume delay is caused by
folks running to the pump out to put on wire ties.  I do
not see how they can ever catch any violator.

We got boarded off Fort Pierce 25 miles at sea by the
USCG on our most recent travels back to the United
States from Venezuela.  We had everything in order,
including a prepared notebook showing compliance with
all on the checklist items, all docs and other items shown.
We had the types and locations of all fire extinguishers
mapped for their ease of inspection.  They seemed to
appreciate it and it was over quick.

I would much prefer inspection to current USCG proposal to have
us all carry a TRANSPONDER with an individual code so they
can track us.  While that might make it less necessary for boardings,
it is Big Brother at its worst and a crock.

Sue  & I have USCG licenses and had to get Transportation Worker
Identity Cards for $125 each too.... which no one... even TSA seems
to use or check.  I want less government, but boardings have been
conducted since Colonial days and that's why their conduct is outside
the 4th and 14th Amendments.

Boats have always been used to smuggle.  They are subject to
govt forfeiture if used illegally.  They will never stop boarding boats,
I am certain.

 How many of us can justify this kind of inspection and are OK with it?
