One option is to spray Penetrol on the problem. This stuff neutralises the rust and seals it in with a semi gloss coating. As long as you hit all the rust with it seems to stop it dead. I used it about 2 years ago on serious rust (holes) in the rear wheel arches of a fast decaying 1600. It has halted the growth of the rust problem.
