George, In this case, that's definitely not the problem. ;-) After evacuating and recharging with R-12 this spring, I then discovered the combination low/high pressure switch did not work. So it's shorted right now - there is no low or high pressure safety at the moment. I believe the charge is good although I will put gauges on it this weekend to confirm that.
