GOVERNMENT ADOPTED PROGRAM TO STAMP OUT GRAY ECONOMY:
GOODS' GENERAL LEGALIZATION WITHIN TEN DAYS
PODGORICA - Montenegrin Government adopted yesterday a package of
measures to stamp out the gray economy - Montenegrin Premier Filip
Vujanovic said.
He said the measures were hammered out with valuable foreign experts'
assistance and after consideration of the previous experiences.
The Montenegrin Government decided to generally legalize commerce of the
goods that have not been registered or submitted to the taxes, inviting
wholesalers and shop-owners to declare the goods within ten days if they
want to avoid legal measures after that.
The government decided to apply measures that will prevent abuse of
transit business, that enabled appearance of re-exported goods at the
domestic market - Vujanovic said.
Realization of the program to stamp out the gray economy also includes
extensive reforms within the state institutions, especially in the
sphere of the income tax and excise collection - Vujanovic said.

INITIATOR TO GIVE UP FROM THE COMMISSION?
PODGORICA - Montenegrin Assembly will continue today the second regular
session, discussing again formation of the multi-party commission which
should investigate accusations of the Croatian weekly "National" about
alleged involvement of Montenegrin high officials in the cigarette
smuggling.
It is quite probable that the initiator of the commission forming (the
coalition "For Yugoslavia") to give up the request, since it believes
that political aim of long dispute in the Parliament was accomplished.
Furthermore, the Legislative Board of the Montenegrin Assembly suggested
restrictive amendments on the commission's work that, according to the
coalition "For Yugoslavia", make absurd the commission's meaning and
hinders efficient investigation.

VLADA USVOJILA PROGRAM ZA SUZBIJANJE SIVE EKONOMIJE:
OPSTA LEGALIZACIJA ROBE U ROKU OD DESET DANA
PODGORICA - Vlada Crne Gore usvojila je juce paket mjera za suzbijanje
sive ekonomije, koji je prema rijecima premijera Filipa Vujanovica,
koncipiran uz uvazavanje dosadasnjih iskustava i sugestija inostranih
eksperata.
Vlada je donijela odluku o pozivu na opstu legalizaciju robe koja nije
evidentirana i na koju nije placen porez na promet, sto daje mogucnost
vlasnicima da u roku od deset dana prijave robu i izbjegnu primjenu
strogih zakonskih mjera.
Vujanovic je istakao da je uvedena i mjera koja ce sprijeciti da se roba
iz tranzita zadrzava i stavlja u promet na domacem trzistu.
Realizacija programa suzbijanja sive ekonomije podrazimijeva i opseznu
reformu drzavne uprave, posebno u dijelu naplate prihoda i njihove
distribucije - rekao je Vujanovic.
SKUPSTINA CRNE GORE I DANAS O ''NACIONALU'':
PREDLAGAC ODUSTAJE OD KOMISIJE ?
PODGORICA - Skupstina republike Crne Gore nastavice danas drugu redovnu
sjednicu koja sa prekidima traje od 19.jula.
Na dnevnom redu skupstinskog zasijedanja je izbor visestranacke komisije
koja bi trebalo da utvrdi osnovanost optuzbi iz tekstova zagrebackog
nedjeljnika ''Nacional'' u vezi sa prometom cigareta u Crnoj Gori.
Kako saznaju ''Vijesti'' u koaliciji ''Za Jugoslaviju'', koja je
inicirala formiranje komisije, predlagac bi na danasnjoj sjednici mogao
da odustane od svog zahtjeva, jer se u koaliciji smatra da je politicki
efekat vec postignut visednevnom raspravom u parlamentu.
Takodje, Zakonodavni odbor Skupstine je predlozio amandmane na rad
komisije koji, po misljenju koalicije " Za Jugoslaviju" obesmisljavaju i
cine nemogucim efikasnu istragu komisije.
