PODGORICA, 23. avgust
U zgradi Vlade Republike Crne Gore sjutra ce, nakon sjednice Vlade, biti
odrzana konferencija za stampu, na kojoj ce novinarima govoriti ministar
poljoprivrede, sumarstva i vodoprivrede Milutin Simovic, ministar
trgovine Ivan Raicevic, te ministar rada i socijalnog staranja Dragisa
Burzan i direktor Direkcije javnih prihoda Crne Gore Predrag Markovic.
Ta press konferencija, kako je najavljeno, bice posvecena efektima
odluke Vlade Republike Crne Gore o liberalizaciji cijena sa pratecim
programom i realizaciji programa za suzbijanje sive ekonomije.

ZAKON O REFERENDUMU - NUZNOST
PODGORICA, 23. avgust
Predlog odluke o formiranju komisije za izradu Zakona o referendumu o
drzavno - pravnom statusu Crne Gore, jedina je tacka dnevnog reda Drugog
vanrednog zasijedanja crnogorskog parlamenta zakazanog za 4. septembar.
U predlogu te odluke predvideno je formiranje komisije za izradu
predloga Zakona o referendumu o drzavno - pravnom statusu Crne Gore,
koju ce sacinjavati po dva poslanika iz svake parlamentarne stranke.
Komisija ce biti duzna da ostvaruje saradnju sa nadleznim drzavnim
organima, kao i neophodnu komunikaciju sa predstavnicima medunarodnih
organizacija u Crnoj Gori. Komisija ce takode biti duzna da u roku od 15
dana, od dana stupanja na snagu te odluke podnese Skupstini Republike
Crne Gore predlog Zakona. U predlogu odluke o formiranju komisije navodi
se, da se izrada Zakona o referendumu namece kao nuznost, jer rjesavanje
drazvnog statusa zavreduje poseban zakon za tu priliku.
Nova runda pregovora DPS-a i SNP-a
VUKOVIC I SIMONOVIC DOGOVORILI SUSRET
PODGORICA, 23. avgust
Dijalog izmedu dvije najjace politicke stranke u Crnoj Gori (DPS-a i
SNP-a), bice nastavljen ovih dana na nivou sefova poslanickih grupa
Miodraga Vukovica i Vuksana Simonovica, koji su vec i nacelno dogovorili
taj susret. U vrhu DPS-a isticu da ce na tom sastanku Vukovic ponoviti
stav partije, da je spremna da razgovara o obrazovanju koncentracione
vlade za sprovodenje referenduma, ali tek posto se postigne
medustranacki konsensus o referendumskoj proceduri.
U Demokratskoj partiji socijalista, takode najavljuju da ce se
predsjednik Crne Gore Milo Dukanovic u svojstvu stranackog lidera DPS-a,
uskoro sastati i sa liderima ostalih parlamentarnih stranaka.

POCELA NAPLATA DEPOZITA
PODGORICA, 23. avgust
Na ulaznim carinskim ispostavama u Crnoj Gori juce ujutro pocela je
naplata depozita na akciznu tranzitnu robu.
Direktor carina Crne Gore Miodrag Radusinovic, izjavio je da se taj
posao za sada odvija bez problema. Radusinovic je posjetio da se ta
odluka Uprave carina, sprovodi u okviru vladine borbe protiv sive
ekonomije i da ce se uskoro u okviru tog posla pripremiti i "program
pracenja roba od ulaska do izlaska sa crnogorske teritorije". To ce biti
omoguceno u okviru mjera za povezivanje svih carinskih prelaza u jedan
informacioni sistem.

AKCIZE ZA MARKICE OD SUBOTE
PODGORICA, 23. avgust
Iz Direkcije javnih prihoda Crne Gore najavili su da ce se upotreba
akcizne markice za uvezenu robu primjenjivati od 25. avgusta.
Premi rijecima zamjenika direktora Direkcije Bojana Obrenovica, u toku
je donosenje odgovarajucih propisa koji precizno definisu upotrebu
akciznih odnosno fiskalnih markica. On je pojasnio i to da je pausalni
porez koji je predviden za prodavce na pijacnim tezgama, definisan
Pravilnikom o uslovima i nacinu pausalnog oporezivanja obveznika koji
obavljaju samostalne djelatnosti.
Crnogorski privatizacioni fondovi upozoravaju
PRODAJA VAUCERA NIJE DOZVOLJENA
PODGORICA, 23. avgust
Prodaja ili kupovina vaucera u Crnoj Gori nije dozvoljena - upozorila su
rukovodstva sest privatizacionih fondova. U saopstenju crnogorskih
fondova naglasava se, da se eventualno nudenje novca za vaucer mora
prijaviti policiji, te da je akviziter duzan da vlasniku vaucera izda
potvrdu o preuzetom vaucer - nalogu, sa pecatom Fonda, a posto se nalog
ovjeri na salteru ZOP-a, i da vlasniku vrati ovjereni original vaucer -
nalog.

KNJIGA O PREDUZECU ZA MVP
PODGORICA, 23. avgust
Knjiga "Podaci o preduzeima", koju je pripremila operativna grupa
Savjeta za privatizaciju Vlade Crne Gore, predstavlja bazu podataka o
preduzecima koja ucestvuju u MVP-i. U deset tabela te knjige
prezentirani su svi neophodni podaci o preduzecima, a koji ce pomoci
gradanima da se lakse odluce ukoliko zele da svoje vaucer poene uloze u
neko od preduzeca. Knjiga "Podaci o preduzecima" bice distribuirana na
svim jedinicama ZOP-a, postama, bankama, skolama i mjesnim zajednicama.

SVJETSKA BANKA KREDITIRA BRODOGRADILISTE?
PODGORICA, 23. avgust
Predstavnici svjetske banke boravili su juce u Jadranskom
brodogradilistu u Bijeloj, gdje su sa rukovodstvom tog preduzeca
razgovarali o mogucnostima dobijanja kredita za modernizaciju i
revitalizaciju Brodogradilista.
Prema racunici strucnjaka, za rekonstrukciju velikog doka, kao i za
nabavku najjnuznijeg alata i opreme, neophodno je obezbijediti oko 10
miliona dolara.

SKOLA O PRAVIMA I GRESKAMA O JUGOISTOCNOJ EVROPI
PODGORICA, 23. avgust
Predavanja o ljudskim pravima i greskama o Jugoistocnoj evropi, bice
odrzana u Miloceru od 27. avgusta do 9. septembra, u okviru Ljetnje
skole ljudskih prava. Organizatori skole su Evropski centar za
usavrsavanje i obrazovanje u oblasti ljudskih prava Graca, kao i
podgoricki i sarajevski univerzitetski centri za ljudska prava.
Pokrovitelj cjelokupnog projekta je Evropska unija.
Predavanja strucnjaka pohadace studenti iz evropskih zemalja, kojima ce
nakon zavrsetka skole, biti urucene diplome.

MINISTERS IN FRONT OF JOURNALISTS
PODGORICA, August 23rd
Tomorrow, after the Government session, the press conference will be
organized in the building of the Government of the Republic of
Montenegro, on which Mr. Milutin Simovic, Minister of Agriculture,
Forestry and Water Management, Ivan Raicevic, Minister of Trade, Dragisa
Burzan, Minister of Work and Social Care and Predrag Markovic, Director
of the Directorate for Public Income will talk to journalists. According
to the announcement, the press conference will be dedicated to the
effects of the decision of the Government of the Republic of Montenegro
on liberalization of prices with the following programme and realization
of programme for the supression of grey economy.

REFERENDUM LAW - A NECESSITY
PODGORICA, August 23rd
The decision proposal on establishing the commission for preparing the
Law on Referendum on Constitutional Status of Montenegro is the only
item on the agenda of the Second extraordinary session of the Parliament
of Montenegro, scheduled for September 4th. It is predicted in the
decision proposal that the commission for preparing the Law on
Referendum on Constitutional Status of Montenegro will be formed and
will include two Members of Parliament from each party.
The commission will be obliged to cooperate with competent state
authorities, as well as to communicate with the representatives of the
international organizations in Montenegro. The commission will also have
the obligation to submit the Bill to the Parliament of the Republic of
Montenegro, within 15 days from the day when the decision becomes
effective. It is stated in the decision proposal that the preparation of
the Referendum Law is the necessity, since a separate law is needed in
order constitutional status to be resolved.
New round of negotiations of DPS and SNP
VUKOVIC AND SIMOVIC AGREED TO MEET
PODGORICA, August 23rd
Dialogue of two strongest political parties in Montenegro (DPS and SNP)
will soon be continued on the level of heads of deputy groups Miodrag
Vukovic and Vuksan Simonovic who have already agreed to meet. The top of
DPS emphasizes that Vukovic will repeat the position of the party and
its readiness to discuss establishing of concentrational government for
the realization of referendum, but only after inter-party concensus on
referendum procedure is achieved.
The Democratic Party of Socialists also announces that the President of
Montenegro Milo Djukanovic, as the leader of DPS, will soon meet the
leaders of other parliamentary parties.
Customs Administration of Montenegro
DEPOSIT COLLECTION STARTED
PODGORICA, August 23rd
Entrance branch customs offices Montenegro started yesterday collecting
the deposit for excise transit goods.
Director of Montenegrin Customs Miodrag Radusinovic said that the
process is going on without any problems. Radusinovic reminded that the
decision of the Customs Administration is realized within the initiative
of the Government to suppress the gray economy and that soon, within
these activities the "programme of monitoring of goods from entering to
leaving the territory of the Montenegro" will be prepared. That will be
enabled within the measures for connecting of all customs offices into
one information system.
Directorate for Public Income of Montenegro
EXCISE FOR COUPONS FROM SATURDAY
PODGORICA, August 23rd
The Directorate for Public Income of Montenegro announced that the use
of excise coupon for imported goods will be applied from August 25th.
According to the statement of Deputy Director of the Directorate Bojan
Obrenovic the adoption of adequate regulations which precisely define
the use of excise, i.e. fiscal coupons is in progress. He also explained
that flat tax planed for the market sellers is defined by the Book of
Rules on conditions and manner of flat taxation of the tax payers
engaged in independent activities.

VOUCHER SELLING IS NOT ALLOWED
PODGORICA, August 23rd
It is not allowed to sell or to buy vouchers in Montenegro - managements
of six privatization funds have warned. In the press release of
Montenegrin funds it is emphasized that potential offering of money for
buying a voucher must be reported to the police and that the agent is
obliged to issue the certificate of taken voucher-order to the owner,
with the fund stamp. After the order is attested by the Bureau for
Clearing and Paymet the attested voucher-order should be given beck to
the owner.

BOOK ABOUT MVP COMPANY
PODGORICA, August 23rd
The book titled "Data on companies", prepared by operative group of the
Privatization council of the Government of Montenegro, represents the
data basis for the companies participating in MVP. Ten tables included
in the book present all necessary data on companies, which will help
citizens to decide if hey want to invest their vouchers in one of the
companies. The book titled "Data on companies" will be distributed at
all units of the Bureau for Clearing and Payment, post offices, banks
schools and local community.

WORLD BANK WILL CREDIT THE SHIPYARD
PODGORICA, August 23rd
The World bank representatives visited yesterday the Adriatic Shipyard
Bijela, where they discussed with the management about the possibilities
of getting credit for modernization and revitalization of the Shipyard.
According to the calculation of experts, 10 million DM is necessary for
the reconstruction of the big dock and purchase of necessary tools and
equipment.

SCHOOL OF RIGHTS AND MISTAKES ABOUT SOUTH EASTERN EUROPE
PODGORICA, August 23rd
Lectures on human rights and mistakes about south eastern Europe will be
held in Milocer from August 27th to September 9th, within the Summer
School of Human Rights. Organizers of the School are European Center for
Improving and Education in the Field of Human Rights from Graz, as well
as Podgorica and Sarajevo University Human RightCenters. The donor of
the whole project is the European Union.
Lectures of experts will be attended by students from European
countries, which will be given certificates after the school is
finished.
