MONTENEGRIN GOVERNMENT:
STAMPING OUT OF THE GRAY ECONOMY IS PRIORITY

PODGORICA - The Montenegrin Government is planning to implement the
measures of the Program for stamping out the gray economy and to include
all the state institutions in this action.

The Government will use strict police and customs measures to hinder
transport of the goods over the Scutary Lake and other illegal ways on
the border. The flow of goods in and out of Kosovo will be treated with
special care as well as export and import of goods between Montenegro
and Serbia.

Because of the international sanctions illegal import of goods was
inevitable to secure survival of citizens, but now there are normal
conditions for legal economy - it is written in the Program of the
measures for stamping out the gray economy.

Many wholesalers and shop-owners began declaring their goods in
accordance with government's advice to do so before the deadline for
legal action expires - Director of customs and excise Direction of
Montenegro Predrag Markovic said. 


CONSULTATIONS WITH CHEFS OF MONTENEGRIN MISSIONS ABROAD
FURTHER TASKS TO BE ANALYZED

PODGORICA - Montenegrin ministry of foreign affairs has begun
consultations with chiefs of Montenegrin missions in foreign countries
in order to survey the country's position abroad, cooperation with host
countries and agree about further tasks.

Montenegro now has missions in Sarajevo, Zagreb, Lubljana, Rome, Paris,
Brussels, London, Berlin, Washington and New York, while a mission in
Skopje is expected to start working during this month.

Premier Filip Vujanovic talked to the consultations' participants about
the most important tasks of Montenegrin government in the next period,
which require specific engagement of the Montenegrin missions abroad.


MINISTER OF MARITIME AND TRANSPORT JUSUF KALAMPEROVIC
EUROPEAN AGENCY ASSISTANCE WORTH 12 MILLION DM

PODGORICA - European agency for development endorsed an assistance of 12
million DM to Montenegro, for urgent reconstruction of main roads
connecting the southern border crossings in Bar and Debeli Brijeg with
Kosovo - Montenegrin Maritime and Transport Minister Jusuf Kalamperovic
said.

He confirmed that European agency and EU Commission announced for next
year new assistance worth 7 million euros that will be used for
construction of the third lane for trucks along the main road between
Podgorica and Cetinje.
  

MILAN DABOVIC:
DEFICIT UNDER CONTROL

PODGORICA - It is not secret that the deficit in the Montenegrin budget
exists, but the point is that this deficit is under control- Assistant
of the Finance Minister Milan Dabovic said.

Dabovic pointed out that the budget's amount would not be increased, and
he denied the claims that Montenegrin budget is at the verge of
bankruptcy.

However, the state will not be able to provide timely social payments,
as it was the case last year, but the delay will be minimal- Dabovic
highlighted.   

The Ministry of Finance will reconstruct the banking sector to
revitalize its credit functions- Dabovic said. He predicted that
budget's receipts would increase soon when companies start to reimburse
credits given to them by the government under firm guaranties 

MINISTER OF TOURISM PREDRAG NENEZIC IN ULCINJ
THE SEASON IS PROMISING SUCCESS

PODGORICA - More than 60 thousand guests have been registered only in
Montenegrin coastal city Ulcinj, which represents three times bigger
visit then last year, and 200 per cent increase of receipts -
representatives of hotels informed Montenegrin minister of tourism
Predrag Nenezic.

A similar increase of number of tourists has been registered almost
along the whole Montenegrin Adriatic coast in comparison with the last
year. The most expensive hotels are practically full, in spite of
problems with water supplies.

Nenezic expressed satisfaction with the fact that sudden and high influx
of tourists had not been accompanied with a single incident or any other
violation of their security in all Montenegrin coastal cities.

DRUGS SMUGGLING INTERRUPTED

PODGORICA - Inspectors of anti-drugs unit of Montenegrin police arrested
a group of young men under suspicion of committing the crime of illegal
production and narcotics trafficking.

They were found with 500gm of heroine. Police believes that with the
action one of chains of drug trafficking between Podgorica and northern
Montenegrin city of Rozaje has been interrupted.

CRNOGORSKA VLADA:
NA PRVOM MJESTU SUZBIJANJE SIVE EKONOMIJE

PODGORICA - Prema Programu mjera za suzbijanje sive ekonomije Vlada Crne
Gore planira da ukljuci gotovo sve drzavne institucije u akciju
eliminisanja neformalnog ekonomskog sektora.

Vlada planira da rigoroznom kontrolom, pomocu carine i policije,
onemoguci promet robe preko jezera i drugih ilegalnih puteva duz
granice. Posebna paznja posvetice se prometu robe sa Kosovom, a
najavljena je i stroga kontrola protoka robe izmedju Crne Gore i Srbije.

Obzirom da su dugogodisnje sankcije i blokade uslovile da se crnogorskom
stanovnistvu omoguce uslovi za prezivljavanje, kao proizvod toga je i
nastao nelegalan kanal sa promet robe - navodi se u Programu mjera za
suzbijanje sive ekonomije. 

Veliki broj gradjana Crne Gore zainteresovan je za legalizaciju robe na
koju nisu platili porez na promet - izjavio je juce direktor Direkcije
javnih prihoda Crne Gore Predrag Markovic, navodeci podatak da su vec
juce u Direkciju stigle prve prijave nelegalne robe.

   
KONSULTACIJE SA SEFOVIMA CRNOGORSKIH MISIJA U INOSTRANSTVU
DOGOVOR O DALJIM ZADACIMA

PODGORICA -  Crnogorsko ministarstvo inostranih poslova je zapocelo
konsultacije sa sefovima misija Crne Gore u inostranstvu kako bi se
sagledao njen polozaj u svijetu, saradnja sa zemljama domacinima i
dogovorili novi zadaci.

Crna Gora ima misije u Sarajevu, Zagrebu, Ljubljani, Rimu, Parizu,
Briselu, Londonu, Berlinu, Vasingtonu i Njujorku, a tokom avgusta pocece
rad misija u Skoplju.

Premijer Filip Vujanovic govorio je ucesnicima ovih konsultacija o
najvaznijim zadacima vlade Crne Gore u narednom periodu, iz cega
proizilaze i specificne potrebe angazovanja crnogorskih misija u
inostranstvu.

MINISTAR POMORSTVA I SAOBRACAJA JUSUF KALAMPEROVIC
EVROPSKA AGENCIJA POMOGLA SA 12 MILIONA DM

PODGORICA -  Evropska agencija za razvoj  odobrila je pomoc od 12
miliona DM za hitnu rekonstrukciju magistralnih puteva u Crnoj Gori koji
vode od Bara i Debelog Brijega prema Kosovu - saopstio je crnogorski
ministar pomorstva i sobracaja Jusuf Kalamperovic.

On je potvrdio da su Evropska agencija i Evropska komisija najavile novu
pomoc od sedam miliona eura koja bi se realizovala tokom iduce godine za
izgradnju trece saobracajne trake za kamione na putu Podgorica-Cetinje.

MILAN DABOVIC:
DEFICIT POD KONTROLOM

PODGORICA - Kada je u pitanju crnogorski budzet, mora se kazati da
postoji deficit, ali je znacajno navesti da je on pod kontrolom -
izjavio je pomocnik ministra finansija Milan Dabovic.

Dabovic je istakao da ne postoji tendencija da se budzet poveca i
negirao tvrdnje da je budzet blizu bankrotstva. 

Sto se tice socijalnih davanja, drzava ove godine nece moci da
obezbijedi proslogodisnju redovnost isplate, ali ce zaostatak biti
minimalan - rekao je Dabovic.

On je naglasio da ce ministarstvo finansija rekonstruisati bankarski
sektor i osposobiti ga da daje kredite, a da se takodje ocekuje  i
budzetski priliv od kredita koje je Vlada ranije davala preduzecima uz
cvrste garancije.
