I can see easy ways around this confusion, such as, listing the version of
the license used with the link and linking directly to a copy of that
version.  But I still agree with you that this isn't a good solution.

This also brings up the point that as new version of the license are
released, it will become increasingly important to make sure that the older
versions he archived and any product released clearly define which version
it is released under.
