I think what he's saying is that things like GURPS and Storyteller aren't Open 
properties.  Everything is directly published or contracted by the IP owner.
Being given something isn't an issue because the publisher didn't receive 
anything to make their publishing possible.
In the case of Open systems like d20, it's different.  The publisher has 
already been "given" something that makes their very publication possible.  
It's not a matter of them _trying_ to give something back and doing it 
poorly.  They're obligated to give something back in return for what they 
themselves were given.  A publisher who "does it poorly" shouldn't be excused 
because they "tried to give something back" as if they were just misguided 
samaritans.  A publisher who does it poorly has failed in their obligations.  
I don't quite feel it to the same degree as Doug, but generally a publisher 
that takes advantage of all the material others have given yet grasps onto 
their own with miserly fists is not one I want to see continue publishing.
