The EU countries detected 1,961 cases of animals affected by bovine spongiform encephalopathy (BSE), also known as �mad cow disease�, in 2001, a small rise compared with the year before. FRANCE-GERMANY/EU: Chirac and Jospin to meet Schroeder on Barcelona European Council Paris, 4 Feb (EFE). The Barcelona European Council, the EU enlargement funding and the Convention on EU future are some of the issues that the French leaders, Jacques Chirac and Lionel Jospin will debate tonight with the German Chancellor at an informal dinner. Spanish Presidency to foster debate on free movement of patients Speaking today in the European Parliament, Spain�s Minister for Health and Consumer Affairs, Celia Villalobos, has set out the Spanish Presidency�s priorities for health and consumer affairs, one of which is to launch a debate on the Free Movement of Patients in the EU. Rajoy: �Combating terrorism will be the Spanish Presidency�s priority� The First Deputy Prime Minister and Minister for Home Affairs, Mariano Rajoy, has informed the European Parliament of the Spanish Presidency�s objectives and priorities relating to Home Affairs, �objectives�, he said, � that are headed by the fight against terrorism and the search for police co-operation to combat organised crime�. Other priorities of the Presidency include immigration and external borders, drugs and co-operation with other countries.
