If I am remembering this correctly, you can only use the 'full bleed'
option in OSX for certain, preset paper sizes. I it is not possible with the
custom sizes you have created. Creating custom sizes is the work around to
get centred pics but does not allow full or near full bleed.
I was in exactly this same frustrating position just a few weeks ago and
found the only way was to load PS7 in classic as I described yesterday.

The important bit (OS9/classic) is checking 'No margins' in the page set up
box, it is this that generates the quality warning. Going down this route
makes printing a breeze and saves you yet another day of wasted and
frustrated time!
