Mine appears under the printer drop down menu in the page set up box and you'll see the warning about print quality decline under the "copies and pages" drop down when you select print settings. I think this is the stuff I got from the Australian Epson site but as I said I'm not sure of that now.
FWIW, I don't have this choice; I'm using the latest driver from the UK Epson site, version 1.66, so if anyone else doesn't see this, don't worry, you're not the only one :-)
