I don't think you can blame OS X because Patrick doesn't know where to go and look for it!
Ditto - Command-I the Printer plug-in and it tells you something about the software...but you can't get in the folder to look properly.
But if you control-click on it, the contextual menu will allow you to 'open package contents'. But remember, it's a package for a reason...
