Yes, certainly.  VMware just provides you with a virtual PC, with no
software past the BIOS boot-up screen.  You then have to provide whatever
OS(es)  you want to install as guest OS's.  You put the floppy and/or CD in
and install them to their own virtual disk, and then boot them up.

I can confirm Protel runs well under Win2K Pro as a guest OS under
VMware, under Linux as the host OS.

There are still some rough edges communicating between Linux and Windows
file systems, but that's probably because I didn't set it up right.
