No - Apparently we are not. I purchased 99SE on September 30th last year (the day before October 1st!), and found out very soon afterwards that I was NOT entitled to ATS. Altium were very firm on this, even after much complaining by me. I should add, though, that the Altium dealer here in the UK (Premier EDA) were sympathetic, and have gone some way towards a compromise resolution.
