Everyone, here's the updated graduation proposal, the third version of "take2", 
that includes the revised PMC list.

Establish the Apache SkyWalking Project

WHEREAS, the Board of Directors deems it to be in the best interests of
the Foundation and consistent with the Foundation's purpose to establish
a Project Management Committee charged with the creation and maintenance
of open-source software, for distribution at no charge to the public,
related to application performance management and monitoring (APM).

NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
(PMC), to be known as the "Apache SkyWalking Project", be and hereby is
established pursuant to Bylaws of the Foundation; and be it further

RESOLVED, that the Apache SkyWalking Project be and hereby is
responsible for the creation and maintenance of software related to
application performance management and monitoring (APM); and 
be it further

RESOLVED, that the office of "Vice President, Apache SkyWalking" be and
hereby is created, the person holding such office to serve at the
direction of the Board of Directors as the chair of the Apache
SkyWalking Project, and to have primary responsibility for management of
the projects within the scope of responsibility of the Apache SkyWalking
Project; and be it further

RESOLVED, that the persons listed immediately below be and hereby are
appointed to serve as the initial members of the Apache SkyWalking
Project:

SkyWalking podling encumbered upon the Apache Incubator PMC are
hereafter discharged.

mentor at one point there :-)

My understanding, with discussions with Sheng, is that they presumed (2) was 
possible and currently are following that approach. The confirmation by each of 
the current Committers that they are happy to become PMC should be cc'd to the 
private@skywalking ML.

That does not sound right.

The graduation proposal lists the initial PMC membership (committers
are irrelevant here).
Adding committers to the proposal (if that is what you meant) is the
same as adding them to the (initial) PMC.

That can only be done if the committers have agreed to becoming
members, in which case you might as well add them to the PPMC before
graduation.

The podling should also check that all the mentors want to continue
after graduation; if not, omit them from the proposal (and adjust LDAP
after graduation).

The same LDAP structure is now used for both PMCs and podlings, so
AFAIK LDAP is not changed by Infra on graduation.

Once the PPMC has graduated, committers can be added to the PMC in the
normal way.
i.e. VOTE, send NOTICE (to board, not IPMC), wait 72 hrs, invite
committer, update PMC via Whimsy.

The new PMC can also use Whimsy to adjust LDAP in case some members
(e.g. mentors) did not want to continue.

Just put them all on the graduation proposal (the IPMC and board’s approval is 
equal to NOTICE) and (unless Infra does it) add them to the PMC in Whimsy once 
you have graduated and infrastructure has moved the project LDAP.

In the discussion, I started about inviting committers to PMC when graduation, 
shows the most PPMC members support this. We will wait another 2 days, in case 
someone may say others.


In case PPMC agree, I want to ask the process steps of this. From committer to 
PMC, I think each one should be invited and accept to be one. Then, when should 
the invitation happens? 
Do we need to send invitation and get confirmation before change the graduation 
PMC list?
Or we could change the PMC list first, after our graduation proposal is 
accepted, we send the invitation.

All 7 items are resolved. The "Three most important issues to address in the 
move towards graduation" section had been misread by all of us, as the list had 
accumulated over time, and is now only consisting of resolved items.  It's been 
fixed in the report.

https://incubator.apache.org/projects/skywalking.html was more accurate, in 
that it provides dates over resolved items.

I also note that IP clearance has been listed in every single board report 
since the first one. [1]

Whimsy uses an extra status file that is not well documented in 
content/podlings/skywalking.yml which is completely manual and duplicates in an 
easier format than content/projects/skywalking.xml

I’ve been looking at this in light of the whole clutch process. See threads on 
general@.

There is another option to try if the email subscription isn't working.
You can access the whimsy portal (login using your ASF username/password)
https://whimsy.apache.org/committers/subscribe and from here you can
subscribe yourself to the private list if you're on the PPMC.

At least in theory this should work.  Feel free to reply if it doesn't.

For those of us that can't read chinese it is too difficult to identify your

If this is a criteria then there are two trusted committers from the initial 
podling creation that have since then not been active. They should be then 
removed. They are Sheng Wang and Yuntao Li.
Those that were added in the last round will not have been involved in any 
private threads, and only the vote threads are on private. Every other podling 
related discussion has happen on the dev ML.

It is not. Those that have been added recently have had no need to be involved

Hi -

It is down to four people missing from the PPMC list. I don’t view this as a 
problem. Clearly there are small operational issues. (Mick - SHOULD is used as 
specifications and really means MUST. They really MUST because if not that 
means that these PMC members can’t see discussion and votes on new committers 
and PMC members. They also miss any important security and branding issues that 
need PMC action. It’s important, but I think that there are enough PPMC members 
available that lack of response is not a concern.

As I understand things from a conversation I had in Shenzhen is that SkyWalking 
was always multiple developers not associated with any particular vendors.

May I see a link to the planned Graduation Resolution?

Well the graduation was put off last time because the project was not correctly 
recognising merit, and they have fixed that by voting more folks but but if 
they are not active then I’m not sure what has been fixed. It seems this could 
be a symptom of the same problem? But  I did also say "Perhaps the roster needs 
to be adjusted in the proposal for it to be accepted by the IPMC?”

Out of interest do we know who those 4 or 5 people work for (or the rest of the 
proposed PMC members)? It’s good to have a PMC consisting of people from 
different companies.

I think the question is not "Is SkyWalking ready to graduate" but "Is the 
proposed PMC list accurate".

The PMC members are responsible for governing the TLP and as such need to be 
familiar with what is expected of them. Governance activities are conducted on 
the PPMC private list. If a PPMC member has not participated in any governance 
activities during incubation, it's unclear that they belong on the PMC. 

Reviewing the last several months of private@skywalking list, most of the 
discussion of new committers has had only four or five participants, who are 
clearly involved in governance of the project.

There is an alternate way to subscribe if your mail client or service changes 
your from-address.

Send mail directly to private-subscribe-1151262684=qq@skywalking.apache.org 
from any address.

This works for any mail subscription.

I just noticed that the reason the private-list request example you
sent me failed is that you sent it from your foxmail account.
However the foxmail account is not a moderator.

Moderation confirmation replies include a cookie and will work from
any email, but
requests that you initiate have to come from the moderation address,
which in your case is your apache account.

These may be available in their mail client in the Sent folder; GMail
seems to show them.

No, it's fine to have a slightly different description in the
graduation resolution.

It's best for the resolution's description to be reasonably broad -
projects evolve, and if that description is too specific it might
become "wrong" over time.

Hi

There is another option to try if the email subscription isn't working.
You can access the whimsy portal (login using your ASF username/password)
https://whimsy.apache.org/committers/subscribe and from here you can
subscribe yourself to the private list if you're on the PPMC.

At least in theory this should work.  Feel free to reply if it doesn't.

Your mail program seems to be adding some text to the reply address, e.g.

To: "=?gb18030?B?...etc..?=" 

(You can see that in the second email you forwarded to me)

I think that is what is causing ezmlm to reject your emails.

Please ensure you copy the reply address exactly as provided in the
email from ezmlm.
Or, in the above case, don't add extra characters to the address; it should be:

Not getting any response at all is not an indication of whether the list exist 
of not, unfortunately.

Anyway… to the thread's discussion: every PPMC received an invitation (per 
Apache template) that requested subscription to both dev and private ML. 
Reading the ASF guidelines here: 
https://apache.org/foundation/governance/pmcs.html#communication ; I interpret 
it as they SHOULD be subscribed rather than MUST, and I'm curious as to whether 
how many of the TLPs are actually enforcing this among their pmc, if any. It's 
an interesting discussion… but I'm not entirely convinced it's an accurate 
shortcoming to whether the podling is ready for graduation or not.

People may wish to subscribe using a different email from the one to
which their ASF email is forwarded.

Subscription by the PPMC member achieves both the above:
- choice of email address
- validation that the address can get emails

It also means that the person is aware that the private@ list is
something they need to follow.

Digging into this more…

It looks there's also been troubles subscribing from China, or more accurate 
receiving the confirm subscription emails from apache to chinese inboxes. (And 
it wouldn't surprise me if after creating a new mail accounts and getting 
things to work, folk would be forgetting then about private@skywalking )

There's some oddity like Yao Wang who is subscribed to dev ML but is not 
getting the confirm email using the same email address for the private ML.

For example:

Hi. This is the qmail-send program at apache.org.
I'm afraid I wasn't able to deliver your message to the following addresses.
This is a permanent error; I've given up. Sorry it didn't work out.

:
ezmlm-manage: fatal: Illegal or outdated moderator request (#5.7.1)

Whimsy currently shows 6 PPMC members who are not subscribed.
It was 8 when I checked earlier, but two subscriptions were added earlier today.

There are no unrecognised emails on the private@ list; all are
subscribed either with their ASF email or an email that is listed in
their LDAP record. So the list of PPMC members without subscriptions
is accurate in Whimsy.

Yesterday, 8 of the 13 PPMC members were not subscribed to the private
list. (The 4 mentors are subbed)

I checked their names and email address list in the proposal as well not just 
apache emails. Whimsey doesn’t report any other unknown addresses subscribed to 
that list so I really cannot see how that is possible.

When I was writing the graduation proposal for Fineract I explicitly asked
each PMC member for permission to put them on the list.  One guy never
answered, so I removed him from the list.  There's nothing really *wrong*
with having inactive PMC members, but you can at least start your project's
TLP "life" with the ones who are active enough to respond and subscribe.

YMMV, but for the graduation vote, I'd like to at least know which ones are
subscribed for the purposes of getting a slightly more accurate picture of
the project's true corporate diversity.

roster [1] only 1/2 the the proposed PMC members are signed up to the projects 
private list. Some of the people suggested have limited interaction on the 
mailing list(s)  and in a couple of cases have never sent an email to them that 
I can find. How was this PMC list determined and where was this discussed? 
Perhaps the roster needs to be adjusted in the proposal for it to be accepted 
by the IPMC? What do others think?

Thanks for noticing this.


Short version, we could say, SkyWalking is an open source application 
performance management/monitoring system, APM.


We join the incubator as an APM based on distributed tracing system, with our 
journey in incubator and the community grows, 
we become more than that (huge exciting about this, the charms of being a part 
of ASF). 
We could support observing/monitoring service mesh ecosystem, 
such as Envoy(on developing) and Istio,
others are trying to propose more, not formally yet.
Anyway, APM is good, well known, and easy enough.

Seems to me this is a bit too specific (and long) - can the example
target systems be left out?

e.g. it could perhaps be rephrased as:

Apache SkyWalking entered incubation in December of 2017. The SkyWalking 
community has learnt a lot about how to do things in The Apache Way. 

The first time graduation was raised for discussion, five months ago, the IPMC 
thought SkyWalking was not yet ready because of issues around "Community growth 
and in particular how merit is recognised".

That pushback has been helpful, the community has become a more open and 
engaged community. 

SkyWalking is making more consensus decisions via the ML, including discussions 
and decisions on issue, test, release, new committer and branding issues. Since 
the last graduation discussion, the community has voted in 9 new committers, 3 
of them also as PPMC members.

SkyWalking has also helped Zipkin with podling learnings. And having a Zipkin 
mentor involved in the recent discussions about the role and mechanisms of the 
IPMC and the board, and any possible improvements that could be made to the 
Incubator, it's witnessed and had a positive experience on the importance of 
being involved in the broader Apache community.
