If it is a hard core AR System requirement, as opposed to an ITSM
requirement, there is not big problem.
If it the users belong to ordinary groups in the Group-form with ('Group
Category' = Regular) it is very straight forward.

If an email shows as SENT in the AR System Email Messages, and I do not see
an error in the Email error forms, is it safe to assume the email was
sent?
I have a user stating they did not receive an email from Remedy.
You may want to check stderr.log file under AREmail/logs directory as well.

This is a standard listserv list - you should be able to just set the
NOMAIL flag on your subscription to stop receiving messages but still be
subscribed. This is useful if you send from multiple different
