services. Have you got activated some security tools like Novell's AppAmor
for opensuse? In these hard cases, change in a shell to the user what apache
is using. In my system it will be "wwwrun", you can take a vi
ing script (like index.php) and the included file (like
include/inc_enviroment_global.php) will use it in (without reloading it from
the file roots.php.

All price information should be stored at ERP software. The services a
patient got is located at HIS (care2x). So that makes clear what application
is responsible for what. Just the stock amount should be e.g. transferred to
the care2x application - other way round the services attached

I also recommend xampp, but don't forget to take care about some fiew steps
described above if you run it on a productive environment.
