and the latency on the ADSL disappeared. Switch to online, latency
back, offline, latency gone.
Which means that they were traffic shaping the HTTP requests to
metabase all along.
No such problems now.

potentially testing with the dev CPANPLUS would mean that the
output buffer got added twice to NA reports.
So, I have added CPANPLUS version detection. If the CPANPLUS version
is greater than or equal to 0.85_04 CP::D::YS won't munge the test
reports.
