A Message in Eroding Glacial Ice: Humans Are Turning Up the Heat

The icecap atop Mount Kilimanjaro, which for thousands of years
has floated like a cool beacon over the shimmering plain of
Tanzania, is retreating at such a pace that it will disappear in
less than 15 years, according to new studies.

The vanishing of the seemingly perpetual snows of Kilimanjaro
that inspired Ernest Hemingway, echoed by similar trends on
ice-capped peaks from Peru to Tibet, is one of the clearest signs
that a global warming trend in the last 50 years may have
exceeded typical climate shifts and is at least partly caused by
gases released by human activities, a variety of scientists say.

Measurements taken over the last year on Kilimanjaro show that
its glaciers are not only retreating but also rapidly thinning,
with one spot having lost a yard of thickness since last
February, said Dr. Lonnie G.  Thompson, a senior research
scientist at the Byrd Polar Research Center of Ohio State
University.

Altogether, he said, the mountain has lost 82 percent of the
icecap it had when it was first carefully surveyed, in 1912.

Given that the retreat started a century ago, Dr. Thompson said,
it is likely that some natural changes were affecting the glacier
before it felt any effect from the large, recent rise in carbon
dioxide and other heat- trapping greenhouse gases from
smokestacks and tailpipes. And, he noted, glaciers have grown and
retreated in pulses for tens of thousands of years.

But the pace of change measured now goes beyond anything in
recent centuries.

"There may be a natural part of it, but there's something else
being superimposed on top of it," Dr. Thompson said. "And it
matches so many other lines of evidence of warming. Whether
you're talking about bore- hole temperatures, shrinking Arctic
sea ice, or glaciers, they're telling the same story."

Dr. Thompson presented the fresh data yesterday at the annual
meeting of the American Association for the Advancement of
Science in San Francisco.

Other recent reports of changes under way in the natural world,
like gaps in sea ice at the North Pole or shifts in animal
populations, can still be ascribed to other factors, many
scientists say, but many add that having such a rapid erosion of
glaciers in so many places is harder to explain except by global
warming.

The retreat of mountain glaciers has been seen from Montana to
Mount Everest to the Swiss Alps. In the Alps, scientists have
estimated that by 2025 glaciers will have lost 90 percent of the
volume of ice that was there a century ago. (Only Scandinavia
seems to be bucking the trend, apparently because shifting storm
tracks in Europe are dumping more snow there.)

But the melting is generally quickest in and near the tropics,
Dr. Thompson said, with some ancient glaciers in the Andes — and
the ice on Kilimanjaro — melting fastest of all.

Separate studies of air temperature in the tropics, made using
high- flying balloons, have shown a steady rise of about 15 feet
a year in the altitude at which air routinely stays below the
freezing point. Dr. Thompson said that other changes could also
be contributing to the glacial shrinkage, but the rising warm
zone is probably the biggest influence.

Trying to stay ahead of the widespread melting, Dr. Thompson and
a team of scientists have been hurriedly traveling around the
tropics to extract cores of ice from a variety of glaciers
containing a record of thousands of years of climate shifts. The
data may help predict future trends.

The four-inch-thick ice cylinders are being stored in a
deep-frozen archive at Ohio State, he said, so that as new
technologies are developed for reading chemical clues in bubbles
and water in ancient ice, there will still be something to
examine.

The sad fact, he said, is that in a matter of years, anyone
wanting to study the glaciers of Africa or Peru will probably
have to travel to Columbus, Ohio, to do so.

Dr. Richard B. Alley, a professor of geosciences at Pennsylvania
State University, said the melting trend and the link — at least
partly — to human influence is "depressing," not only because of
the loss of data but also because of the remarkable changes under
way to such familiar landscapes.

"What is a snowcap worth to us?" he said. "I don't know about
you, but I like the snows of Kilimanjaro."

The accelerating loss of mountain glaciers is also described in a
scientific report on the impact of global warming, which is being
released today in Geneva by the Intergovernmental Panel on
Climate Change, an influential network of scientists advising
world governments under the auspices of the United Nations. The
melting is likely to threaten water supplies in places like Peru
and Nepal, the report says, and could also lead to devastating
flash floods.

Kilimanjaro, the highest point in Africa, may provide the most
vivid image of the change in glaciers, but, Dr. Thompson

Kabul agrees to extradite Osama to Saudi Arabia

ISLAMABAD, Feb 18: Afghanistan has agreed to extradite Osama bin
Laden to his home country Saudi Arabia for trial on charges of
terrorism, Dawn learnt from authoritative sources here on Sunday.

The offer to shift the Saudi dissident, who has been stripped of
his citizenship, was made by Afghan supreme ruler Mulla Mohammad
Omar to Interior Minister Moinuddin Haider during his recent
visit to Afghanistan.

Mr Haider had met the Afghan ruler in Kandahar to request the
Taliban government to hand over those Pakistani nationals who had
taken refuge in the war-torn country to escape justice.

A high-level source said that the issue of Osama's extradition to
a third country for trial was not raised by Pakistan.

"We never raised the Osama issue; it was raised by no less a
person than Mulla Omar during the talks," the source added.
"Mulla Omar had proposed handing over of Osama to Saudi Arabia
for trial."

The source said Mulla Omar had told the Pakistan side that if
Saudi Arabia was not willing to accept Osama, because of
political repercussion in the country, Kabul was ready to shift
the Saudi dissident to "another Muslim country".

"The Amir-ul-Momineen ( Mulla Omar) did not disclose the name of
the third country," the source added.

Washington had earlier asked Pakistan to use its influence with
the Taliban regime and convince them to extradite Osama either to
the US or to another country where justice can be done. He is
accused of masterminding twin US embassy bombing in Africa in
1998 and is among the 10 most wanted men in the US.

Although Pakistan apparently refuses to mediate between the
Taliban and the US, some concrete evidence suggests that Pakistan
is actively involved in mediation to settle the Osama issue,
which has brought a lot of miseries to both Afghanistan and
Pakistan.

The source said Mr Haider was surprised when Mulla Omar offered
to extradite Osama to Saudi Arabia.

The UN slapped sanctions last month to force the Taliban to hand
over Osama. Diplomatic sources believe that the UN sanctions have
started taking their toll and it was for this reason that Mulla
Omar had offered to hand over Osama to Saudi Arabia for trial.

A Muslim diplomat toldDawnthat the third Muslim country, referred
to by Mulla Omar, could be the United Arab Emirates (UAE).

He said that the unscheduled visit of UAE Crown Prince Sheikh
Khalifa bin Zayed Al-Nahyan to Pakistan on Friday should be seen
in the background of Mulla Omar's offer.

UAE is the only third country after Islamabad and Riyadh, which
recognises the Taliban regime.

The diplomat said Pakistan, the UAE and Saudi Arabia were jointly
discussing the pros and cons of trying Osama in Saudi Arabia or
in a third Muslim country ( which could be the UAE)."They are
likely to request Washington to accept the new offer made by
Mulla Omar," the diplomat added.

He , however, feared that Saudi Arabia or the UAE could
ill-afford to hold Osama's trial as it could spark violence and
destabilise monarchies in these countries.

" There is a strong possibility that these countries would
jointly approach the Taliban to hand over the 58-year-old Osama
directly to some neutral western country like Switzerland to hold
the trial of the Saudi dissident on the pattern of Lockerbie
trial of two Libyans.

The source termed Mulla Omar's offer a significant shift in the
policy of Taliban, who had been refusing to extradite Osama,
saying that there was no evidence available against him.

The Afghan government had also announced that it would face the
UN sanctions, saying that such curbs could not force it to change
its policy. The Taliban claim that Osama is being closely watched
and is not allowed to launch any operation from Afghanistan.

The trial of four associates of Osama, who have pleaded not
guilty, has already begun in a New York court. Of 18 others, who
have been indicted, one has pleaded guilty.

To those on the list who are interested in the problem of Cardinal Mahoney
writing a letter to the President asking for a pardon for a convicted drug
dealer.

We know that the Cardinal wrote the letter asking for the pardon, and then
publicly stated that he wished he hadn't broken a long standing policy of his
not write that kind of a letter.

It has been alleged that Cardinal Mahoney is a member of the AmCatholic
Church whose aim is the destruction of the Roman Catholic Church.

It has been further alleged that Cardinal Mahoney has been seen taking part
in rituals that are satanic in nature, i.e., saying mass using tacos and beer
in place of the host and wine.

It has also been alleged that the Cardinal is a communist or best a socialist
and because of this and all the above, he has lost his church facilities and
is no longer a true priest/bishop of the church.

All this may be true and probably is true. But we still don't know what the
drive force was behind his writing the letter requesting a pardon for the
dupe dealer.

   A decision by a U.S. Court of Appeals in Philadelphia about freedom of
 speech will have
   a profound impact in Massachusetts, says Boston's constitutional lawyer
 Chester Darling.

   A three-judge panel held on Wednesday that Christian students must be
 allowed to say
   that homosexuality is a sin and to speak out on other moral issues.

   "We've been limiting free speech for a long time in Massachusetts, but
 this unconstitutional
   practice will not continue," Darling predicted.

   "Our terrible attitude was exhibited in its worst light last month,"
 Darling said, "when the
   mayor of Newton said that he would fight with those parents who
 disapprove of school
   policies about homosexuality 'until their voices are no longer heard.'

   "They must stop that type of bigotry," Darling said, "an if they don't,
 we will be happy to
   have a court instruct them."

   Parent Challenges Schools
   The suit in the Philadelphia court was about an anti-harassment policy in
 schools at State
   College, Pennsylvania. It was challenged by a parent as soon as it was
 implemented
   because his children feared, according to the court, that "they were
 likely to be punished
   under the Policy for speaking out about their religious beliefs,
 engaging in symbolic
   activities reflecting those beliefs, and distributing religious
 literature."

   The Court of Appeals reversed a lower court which had dismissed the
 parent's suit.

   The court ruling said the school district went too far when it
 prohibited harassment based
   on everything from race and sexual orientation to "other personal
 characteristics,''
   including clothing, appearance and social skills.

   Experts said the ruling could force hundreds of school districts to
 reassess their own
   policies to ensure they comply with the ruling, the Associated Press has
 reported.

   While the court acknowledged the district has a compelling interest in
 promoting a safe
   and conducive learning environment, it said officials failed to explain
 why it anticipated
   disruption ``from the broad swath of student speech prohibited under the
 policy.''

   Judge Samuel A. Alito wrote that the policy, enacted in August 1999,
 ``appears to cover
   substantially more speech than could be prohibited'' under existing
 U.S. Supreme Court
   precedents.

   A school may categorically ban ``lewd, vulgar or profane language'' and
 may regulate
   speech to meet a ``legitimate pedagogical concern,'' he wrote. But
 other speech may be
   limited ``only if it would substantially disrupt school operations or
 interfere with the rights
   of others.''

   ``They believe, and their religion teaches," the parent about his
 children, "that
   homosexuality is a sin. Plaintiffs further believe that they have a
 right to speak out about
   the sinful nature and harmful effects of homosexuality.''

   The parent argued that rules were already in place that prohibited
 violence and other
   physical harassment.

   ``What this policy was about is the content of somebody's speech,'' he
 said, ``and it
   chilled the First Amendment rights of every child in that school, every
 teacher, every
   visitor.''

   The appeals court ruling overturned a lower court. The U.S. District
 Court had rejected
   the parent's suit, saying harassing speech has never been protected
 under the free speech
   protection of the First Amendment.

   Superintendent Patricia Best told the Associated Press she was
 disappointed with the
   decision,
   but had not had a chance to review it with other district officials or
 with the district's
   attorneys.

   She said she didn't know whether the district would appeal.
   One expert told The Philadelphia Inquirer that the ruling could have a
 sweeping impact.
   ``I don't know how many school districts have policies as broad as
 State College's, but it
   is  probably a significant number,'' said Michael I. Levin, a lawyer for
 the Pennsylvania
   School Boards Association.

This can't be true.  The Bush family says we don't have "global warming."
So of course, we do not have global warming.  Who are these misguided people

politics, they will, as usual, go for the groin.

The aide will likely be found blameless, but the shame and
unpleasantness will stick--which is, of course, all that matters.

Holy Role Models

In a world in which authentic heroes often are replaced with icons from
the cult of celebrity, modern-day saints have a renewed appeal that says
something important about us.
As the world enters the third millennium of Christianity, it turns out
that saints are anything but archaic — even in the United States.
During the last two decades, Pope John Paul II has elevated people to
sainthood at a record-breaking pace and shows no sign of letting up as
his pontificate moves into its twilight. At the same time, non-Catholics
are joining Catholics in embracing heroic religious figures of both the
distant and recent past as an antidote to the celebrity-choked culture
of secular society.
Indeed, in the era of Monica Lewinsky, the concept
of sainthood has a definite countercultural appeal even to those who do
not officially recognize the Roman Catholic Church's calendar of saints.
"There's so much cruddy stuff you see about humanity, in the White House
and everywhere," Methodist pastor James Howell tells Insight. "So much
so that the adjective 'human' is now equal to doing embarrassing things
— 'I'm only human.'" Saints, says Howell, the author of Servants,
Misfits and Martyrs, "exemplify that there's another view of being
human."
Of course, sometimes the humanity of saints has
been posthumously overlooked. "So often saints are people who cause a
lot of trouble when they're alive and challenge people and are a sign of
contradiction," Robert Ellsberg, author of All Saints, tells Insight.
"After their death they are equipped with a halo and put in a
stained-glass window and held up for reverence." Ellsberg, whose 1998
award-wining book includes reflections on a number of non-Catholic
heroes of the soul as well as traditional Catholic saints, says those
who earned the title of sanctity "were ordinary human beings who simply
took their faith very seriously. They took seriously the challenges of
their moment in history; they took seriously the needs of their
neighbors and took seriously a private intuition of holiness or mystery
and beauty or truth."
Of course, that sounds quite foreign to much of the
current culture. "The idea of heroically standing up for something when
it costs you, even if it's not your life — if it costs you financially
or brings ridicule from your friends —even that seems alien because
we're just so caught up in being successful and being popular," says
Howell. "The price for that is superficiality, and if you're superficial
you're not standing up for anything."
Yet many fight through this cultural morass. When
researching her book, Jude: A Pilgrimage to the Saint of Last Resort,
veteran journalist Liz Trotta was surprised to find so much devotion to
the patron saint of hopeless causes among younger people seemingly
enveloped in an often-nihilistic age of postmodernity. "Of course, young
people are searching so much for anything they can get their hands on
just to stop being numb — if you know what I mean," says Trotta.
And, in fact, many do. Perhaps that is one reason
for the current pope's reverence for the ancient church tradition of
honoring men and women who fought the good fight and kept the faith. On

RIGHTS-ZIMBABWE: Former President Found Guilty Of Sodomy

 HARARE, Nov 26 (IPS) - Former Zimbabwe President Canaan Banana was on
Thursday found guilty on all eleven counts of 'sodomy, indecent assault
and unnatural act' by the High Court in the capital Harare.
Banana, who was President Robert Mugabe's moral figure-head, was found
guilty on two charges of sodomy, seven of indecent assault and two of
committing unnatural acts. He will be sentenced on Dec 10.
Sodomy is illegal in Zimbabwe, while homosexuality practice carries a
mandatory prison sentence.
A warrant of arrest has already been issued for the former cleric, who
has fled to neighbouring Botswana ahead of Thursday's judgment.
Zimbabwean officials say they will try to have him extradited.
The 62-year-old former Methodist clergyman has been staying in the
outskirts of the Botswanan capital of Gaborone, for the past four days
where unconfirmed reports said he is seeking political asylum, on the
ground that there has been excessive political pressure on the courts
during his trial. He did not use his Zimbabwean passport as it is still
in the custody of the High Court.
Press reports in Zimbabwe said the authorities in Botswana confirmed
Thursday that Banana had entered the country, but that they do not know
his whereabouts.
Botswana foreign ministry spokesperson Mufpaq Moorad said the ministry
was informed of Banana's presence in the country by Anglican Bishop of
Botswana, Walter Makhulu. ''We understand from Bishop Makhulu that he
(Banana) was here two or three days ago and that he was planning to move
on. The bishop said he was fearing for his life in Zimbabwe,'' Moorad
said. Botswana police are looking for the fugitive ex-president, he
said.
Banana, who has all along denied his alleged homosexual inclinations, is
alleged to have used his position as president between 1980 and 1987 to
force men -- aides, bodyguards and a gardener -- into submitting to sex
with him. After he left the presidency, he was alleged to have sexually
molested a job- seeker he met on the streets.
The once respected former head of state, international trouble-shooter,
theologian, author, soccer player and family man used to boast that ''he
was the last court of appeal'' when threatened by his victims that they
would sue him.
It took a murder for the complaints to become public. In August 1995
Jefta Dube, who had served as Banana's aide-de-camp, shot dead a fellow
policeman who had repeatedly called him Banana's homosexual wife. Dube
admitted the murder but said in mitigation that he had been repeatedly
raped by former head of state.
During the course of the trial, the court heard how Banana once squeezed
his aide-de-camp and kissed him. As he left, Banana patted Dube's
bottom, saying, ''This is the food of the elders.''

Banana's conviction will further push Zimbabwe's small but vocal
homosexuals into hiding as resentment towards them looks set to
intensify.

President Mugabe has described gays and lesbians as ''worse off than
dogs and pigs'' and stated that gays would remain a miserable lot for a

 LOCKED IN AN ORWELLIAN ETERNAL WAR

In George Orwell's 1984, Oceania  -- in which Britain is "Airstrip One"  --
is engaged in eternal war with Eastasia. Victories are constantly announced
by the British government. Our battle with Eastasia, over the years, has
become routine. In George Bush's 2001, the West is engaged in eternal war
with Iraq. The "degrading" of Iraq's forces is constantly announced by the
American and British governments. And on Friday, the mission of the planes,
which have been bombing Iraq for 10 years, was officially announced by the
American President as "routine".

As in 1984, the characters in 2001 do not change. In 1991, defence secretary
Dick Cheney and chairman of the joint chiefs of staff Colin Powell were
urging the bombers on to Baghdad with the backing of President George Bush.
In 2001, Vice President Dick Cheney and secretary of state Colin Powell are

And woe betide us if we feel like Winston Smith, eternally feeding old

Saddam in 1991. Forget the UN arms inspectors who would eliminate forever
Iraq's "weapons of mass destruction". Make no complaint about the
half-million Iraqi children who have died under UN sanctions. Destroy all
reference to the New World Order.

We are engaging  -- an Orwellian cracker this, from the Pentagon on Friday
night  -- in "protective retaliation". And by yesterday morning, a military
"expert" was on our very own BBC  -- its defence correspondent, Andrew
Gilligan, no less  -- to announce that Iraq had acquired 30 surface-to-air
missiles from Serbia and Ukraine to boost its military might. Really? Is this
true? We in the West impose sanctions on Iraq so strict that we prevent the
import of lead for schoolchildren's pencils lest it be put to military use;
yet we cannot stop the Iraqis lugging anti-aircraft missiles over their
border.

When we started bombing in the no-fly-zones in the aftermath of the Gulf War
10 years ago, we did so in retaliation because the Iraqis shot at our planes,
just as we supposedly did this weekend. When we fired 200 cruise missiles
into Iraq just over two years ago, President Clinton  -- a brief interlude
in
the war between the Saddam and Bush families  -- told us that Saddam has
"disarmed the (UN) inspectors". Tony Blair, agonising about the lives of
British forces involved (all 14 pilots) told us  -- a real Orwell masterpiece
 -- "we must act because we must".

So what Newspeak do our masters produce for us this weekend? Why, our own
Foreign Secretary Robin Cook tells us that Saddam  -- not sanctions  -- are
to blame for all those Iraqi deaths. It was the same Mr Cook who has
repeatedly and truthfully told us during this eternal war that Saddam has
used gas "against his own people"  -- without mentioning the other truth:
that he did so during an aggressive war with Iran in which we
enthusiastically supported Saddam. So tell Winston Smith to burn all articles
about a village called Halabja if they inconveniently mention Iran.
Iraq's state television yesterday announces "an attack by American
aggressors". The forces of Oceania, it seems, killed a woman and wounded 11
civilians in the Eastasian capital of Baghdad. Oceania insists the attacks
were aimed at "sites well away from civilian areas". The planes were "well
within the 33rd parallel"  -- the limit of the self-appointed Oceanian no-fly
zones -- and used "standoff" missiles to hit their targets.

When President Clinton faced the worst of the Lewinsky scandal, he bombed
Afghanistan and Sudan. When he faced impeachment in 1998, he bombed Iraq..

Since we were traveling back to Las Vegas from the CPAC conference
yesterday, this morning's GOP News  Views was rather skimpy.  So here's a
special mid-day supplement to make up for it.


Defending the Indefensible

Hip-hip-hooray for Bill Clinton.

The guy just won't leave the stage ... keeping the spotlight off all the
other Democrats around the nation.  On Sunday, he kept the pardon story
alive ... and actually fueled it further ... by publishing an op/ed in the
New York Times defending his decision to let fugitive tax-cheat Marc Rich
off the hook.  And he did it in typical Clinton style.

First, he laid out the legal case that the Constitution granted him the
right to make such a pardon.  But of course, this is just a diversion.  NO
ONE is saying the president didn't have the *authority* to make the pardon
... only that it was, well, stupid.

Bubba then falls back on the old "everybody does it defense," listing a
number of controversial pardons granted by previous presidents ... as though
that somehow makes his stinkeroo OK.  He then tries to cloud the argument
with statistics, rattling off how many pardons had been issued in the past
by Presidents Reagan, Carter, Bush and Ford.  But again, this has absolutely
no relevance to the Rich pardon itself.

Next the "Lyin' King" tries to cloak himself in GOP armor by claiming ...
falsely, of course ... that the case for the Rich pardon was reviewed and
advocated "by three distinguished Republican attorneys."  That claim was
exposed as 100% USDA-prime BS within a mere 24 hours.  This guy will say
anything.

We're then treated to one of his patented denials.  "The suggestion that I
granted the pardons because Mr. Rich's former wife, Denise, made political
contributions and contributed to the Clinton library foundation is utterly
false," the ex-president's ghost-writer writes.  "There was absolutely no
quid pro quo."  Right.  And he didn't have sex with "that woman," either.
Maybe it all depends on your definition of "quid pro quo."

Finally, what Clinton scandal would be complete without poor old Bill
casting himself as the victim?  "I am accustomed to the rough and tumble of
politics," he concludes, "but the accusations made against me in this case
have been particularly painful because for eight years I worked hard to make
good decisions for the American people."  How pathetic.

I'm with Newt Gingrich on this one.  I hope Bill Clinton never leaves the
stage.  He's a magnet for sleaze and scandal ... and every day he's in the
spotlight is good for our side and bad for their side.  He's truly an
American embarrassment ... only now, the Democrats and the media are finally
being forced to admit it.  Glad he's on their side.

A new tool has been developed to get a better view of the mysterious
underworld where our dreams play out their dramas. It's called "IDN"
(Integrative Dream Narration) and it has participants convinced that the sum
of the parts is greater than the total. Visionary writer, Jaye C. Beldo,
describes the process for ViewZone.

In most of the groups that I've participated in throughout my life, whether
educational, political, artistic, professional and even ones based on mere
conviviality, the undermining elements of factionalism, ego conflicts, and
various other differences have interfered with achieving a lasting sense of
genuine conspiracy. Originating in the shadow sides of our psyches and hidden
by our facile personas, these factors serve to discourage healthy and
effective group functioning on many levels, in terms of achieving consensus,
creating viable solutions to problems and gaining clarity of visionary
goals/objectives for the group. Why, in spite of sharing common interests,
political, socioeconomic and humanitarian values, are we unconsciously
antagonistic towards the groups we choose to be a part of? What kinds of
subjective reluctance do we harbor in fully contributing ourselves to the
group consciousness? James Hillman observes that, "the Self is the
interiorization of community" . Yet what exactly prevents us from reaching
the Self, the ultimate core of the psyche and experiencing truly universal
communion with others? My experiences with persistent group dysfunction
prompted me to develop "Integrative Dream Narration"(IDN). I first tried IDN
on a class of art students who, along with myself included, could not fully
cooperate with one another in a way conducive to our spiritual, artistic and
intellectual well being.
I had each participant write a dream synopsis on a note card, emphasizing to
use symbolic, transformative dreams concerning wholeness, i.e., getting in
contact with the Self (meaning the ultimate core or nucleus of the psyche). I
then combined the dreams to create a collective story in which all could
listen to and participate in since each individual dream contributed to the
cohesiveness of the narration. The inherent fluidity of dreams became much
more apparent for I did not have to struggle to synthesize the dreams for
they all seemed to coalesce on their own accord like tributaries flowing
naturally into a river and then into the communal ocean. Instead of assuming
the role of an improviser or story teller, I was more like a mediator of the
unconscious mind of the group. When I finished the story, class members sat
in peaceful silence. The narration had evoked a shared consciousness amongst
us. We all seemed to be open to one another and breathing together in the
true sense of conspiracy. We experienced what the Greeks meant by agreement:
symphonein, meaning: to resonate together. No one was prompted to speak right
away. The silence was not an uncomfortable one. We all enjoyed this feeling
of being fully present, instead of just pretending to be together under the
guise of a shared interest. None of us, it seemed, needed to follow the
impulses of our egos to rationalize and explain the experience away. During
the rest of the class, we were able to come to a consensus as to how the
remainder of the semester would be navigated and actually came up with a
syllabus which all agreed upon.
We experienced what the Greeks
meant by agreement: symphonein,
meaning: to resonate together.

I have since employed Integrative Dream Narration to enhance the integrity of
many different collectives, from musical, spiritual to political, with very
effective, although never predictable results. Many of the resistances we
have towards surrendering to a group consciousness, resistances deeply rooted
in fear, loosen up and a newfound integrity is created. The word, "Integrity"
has its etymological meaning in: "entire, untouched, unmarred, an original
state." What has so thwarted the success of many different groups, I feel,
has been the inability to recognize such a sense of entirety and originality
that is always present, if only subliminally. Alcheringa or dream time, for
example, the Australian Aborigines considered to be the original state of the
world prior to the arrival of human beings. The world in its unmarred
entirety. IDN serves to facilitate a contact with primordial community,
encouraging an experience of inter relatedness that helps to diminish many
anxieties and isolating/alienating effects that are deliberately promoted in
consumerist societies where the power of authority is abused through MMIC. A
holistic communication, both in speaking, listening and feeling becomes
possible once the

group is urging Sen. Hillary Rodham Clinton and more than 100 other women

Texas, who has publicly discussed a
possible presidential bid.

``We were very excited last year when you publicly stated your intention to

  Josh Wander, the gutsy Jerusalem Post Radio interviewer,
who's conversation with me was placed on the Weekender section of
the Post's radio page last Thursday, just called to say that,
"Our interview was taken off the site. The order came from
higher-ups."

   In that interview, I traced Ariel Sharon's ties to the
Council On Foreign Relations and promised listeners that there
would be no change of policy with the new prime minister, only a
change of style. Oslo would continue and its promulgators, Ehud
Barak and Shimon Peres would lead the cabinet as before.

   "I think what got them angry, "explained Wander, "were
your accusations against Henry Kissinger. I heard he's on the
Post board." That wouldn't surprise me since the chairman of this
board is CFR hotshot Conrad Black.

   In the past few days I have received a torrent of mail
about the interview. Typical was this comment from Australia;
"Israel has a true free media. In Australia they ban opinions
against the CFR and other hidden governors." Wander noted, "I
know, it's like the Rabin assassination, you were hushed up."

   Was the interview deleted because I used salacious
language or made false accusations? My correspondence hints at
nothing of the kind. Here is a letter from an editor of the ZNS

Milanovic, the former general director of Radio-Television of Serbia (RTS) and 
member of the leadership of SPS, demonstrations in Belgrade were held four times 
(in front of Parliament of Serbia, Central Prison, City Court, Government of 
Serbia and Ministry of Justice). The series will be continued next week - with 
biggest mass rally expected on Wednesday, 21st February at 2:30 p.m. in front of 
the Government of Serbia. The rally will also raise the voice against the 
Amnesty Lows (republican one adopted last week, and federal one in procedure of 
adoption in Federal Parliament), that have to pardon all Albanian terrorists, 
who are still brutally killing innocent civilians in Kosovo and Southern 
Serbia.
These are still demonstrations against the NATO 
aggression and NATO quislings!
Any form of public support or expression of 
solidarity is welcomed!

UN has a mission to build new world order
In the past century, the United Nations (UN) has accomplished a lot and
proved itself to be an irreplaceable international organization. However, it
faces great challenges in the new century in both handling international
affairs and deepening its own internal reforms, because the world has changed
dramatically since it was founded in the middle of the last century.
Political multipolarization and economic globalization will remain the main
trends of the new century. The narrowing of the gap between the strength of
different countries has contributed much to the multipolarization trend.
These trends will help to relax tensions in international relations,
safeguarding world peace and pushing forward the global economy. However, as
the trends increasingly weaken the influences of hegemonism and power
politics, sharp conflicts will occur between old hegemonists and the world's
rising nations. This will be a major challenge for the UN. Another challenge
is the increasingly strong ethnic fragmentation tendency in many multi-ethnic
countries. Fragmentation activities are often backed and even plotted by
certain Western countries, in the name of "protecting human rights" and
"humanitarianism." Western intervention only makes the tendency ferment,
rather than curbs the chaos in these countries. Meanwhile, the UN wants to
eliminate the gap between the rich and the poor, and promote prosperity in
all countries. Economic globalization has ushered in profound changes in
people's lives. It makes global competition even more fierce and will
increase international conflicts over economic interests. Economic
globalization also makes some global problems more serious, such as
transnational crimes, drug trafficking and environmental deterioration. At
present, the fruits of globalization are mainly enjoyed by a few developed
countries. Most of the world's macroeconomic policies are formed by rich
countries. Obviously, the UN has a huge responsibility to ensure all nations,
and not just a few, benefit from globalization. Some Western countries have
agreed to donate some of their gains from economic globalization to their
poorer cousins. But their aid to developing countries should not be seen as a
gift. It is really a duty because they have enjoyed the main fruits of
globalization. The gulf between the South and the North will be even wider if
the UN fails to build a fair and just international economic order. Although
last year's UN millennium summit drafted a blueprint for the UN's work in the
new century, it did not put forward clear goals and principles about
establishing new global political and economic orders. Most developing
countries wish to build a fair international order where all countries, big
or small, will be equal. However, the US-led Western world aims to play a
leading role in global issues by strengthening their military alliances and
implementing Western values around the world. Contradictions over the
international order, the world's most fundamental issue, will influence the
UN's development in the future. Moreover, disputes over the purposes and
principles of the UN Charter will continue in the long-term. It is generally
accepted by developing countries that the principles of the UN Charter, such
as respect of sovereignty and territorial integrity, the peaceful settlement
of international rifts, and non-interference into other country's internal
affairs, are the foundation for world peace and safety. However, some Western
countries claim that these principles are outdated and trumpet their own
theories, such as the neo-interventionism of the former US President Clinton,
to justify their desire to meddle in other countries' internal affairs. Since
1999, Western diplomats have frequently peddled ideologies such as "priority
of human rights over sovereignty" and "human rights are boundless" in UN
meetings. They maintain that protecting human rights is the priority of all
UN missions. This logic is not strictly in keeping with the UN Charter and is
unacceptable to developing countries. The UN Charter defines safeguarding
world peace and safety, developing international friendship and promoting
international co-operation as the fundamental tasks of the organization.
Protection of human rights is included in the Charter, but is by no means the
UN's key mission. Some Western countries try to seek legal ground for their
interference in other countries' internal affairs under the excuse of "human
rights." But in fact they have sidestepped the UN, taking military action to
deal with some regional armed conflicts, despite the UN Charter's stipulation
that regional organizations should not take any peacekeeping steps before
getting a mandate from the UN Security Council. Peacekeeping activity in
Kosovo, which is completely controlled by the US-led NATO, is an example. To

On Friday February 16th, spurred on by the dot-com implosion and the 
climactic downfall of Nortel Networks Corporation, the World's leader in 
fiber optics, the value of high tech stocks plummeted on Wall Street in 
turbulent trading. The NASDAQ stock index declined by more than five percent 
to a record low.
But it could have been much worse. Did the bombing of Baghdad pull Wall 
Street out of danger? In fact it did more than that. It put billions of 
dollars into the deep pockets of Defense contractors and oil companies.

WARNINGS FROM WALL STREET
In the days leading up to the February 16 near-meltdown, stock market 
analysts had warned of a worst-case scenario. High tech stocks were heavily 
overvalued. 
But that day at 1.00pm, a few hours before trading closed on the New York 
Stock Exchange, American and British warplanes bombed Baghdad in what the 
Pentagon described as "a routine mission of self-defense." 
Routine self defense? The US media applauded. And on Wall Street, brokers did 
more than applaud; they gasped with relief. For in a cruel irony, the bombing 
raids had saved the day. As one British financial analyst noted with 
contempt: 

"..the American market didn't collapse. It didn't plummet. Indeed, the fall 
was less than one per cent. This was a routine day - unless you happened to 
live in Baghdad."1 Meanwhile, with telecom and computer stocks in the 
doldrums, financial and defense analysts had been working hard to rebuild 
"confidence in the stock market": 

"Makers of the nation's warfare technologies along with Wall Street analysts 
and industry consultants spent a week bragging about new opportunities and 
the likelihood of changes to Pentagon policy that would foster growth after 
15 years of strained budgets. What's more, defense and aerospace stocks ended 
on a high note, climbing amid a broad market slump as 24 U.S. and British 
warplanes struck Iraqi military targets using various long-range, 
precision-guided weapons."2 In the last hours of trading on the 16th, defense 
stocks spiraled; oil and energy stocks boomed following news that Iraq's oil 
industry might be impaired. The value of Exxon, Chevron and Texaco stocks 
shot up. Harken Energy Corporation --in which George W. Bush served as 
company director and corporate consultant before entering politics-- gained 
5.4% by the end of trading. Harken Energy happens to be a key player in 
Colombian oil (with a multi-billion dollar US military aid package under 
"Plan Colombia" on hand to protect its investments). Harken Energy CEO Mikel 
Faulkner is a former business associate of George W.

FINANCIAL MELTDOWN
The February 16th meltdown was already being predicted at the close of 
trading on the 15th. Business analysts on the evening news said that a major 
"correction" in the value of high tech stocks was "inevitable". The financial 
press had previously hinted that the US defense industry could also take a 
beating if the new Bush Administration were to curtail military procurement. 
A few days earlier, Lockheed Martin (LMT) --America's largest defense 
contractor-- had announced major cuts in its satellite division due to "flat 
demand" in the commercial satellite market. A company spokesman had reassured 
Wall Street that Lockheed "was moving in the right direction" by shifting 
financial resources out of its troubled commercial (that is, civilian) 
undertakings into the lucrative production of advanced weapon systems. 
For weeks, defense contractors had been actively lobbying the new 
Administration. On Tuesday February 12th, President Bush promised to hike 
defense spending based on "a comprehensive review of the military." According 
to The New York Times (12 February 2001), George W. Bush said:

"he planned to break with Pentagon orthodoxy and create 'a new architecture 
for the defense of America and our allies,' investing in new technologies and 
weapons systems rather than making 'marginal improvements' for systems in 
which America's arms industry has invested billions of dollars." On the 14th, 
he confirmed "a $2.6 billion increase in the Pentagon's budget as a 'down 
payment' on new-weapons research and development."3 
And two days later Baghdad was bombed by the US Air Force.
The raids were a signal to Wall Street that Bush's promise "to revitalize the 
nation's defense" should be taken seriously. Had the Bush administration 
decided otherwise, Lockheed Martin's listing on the New York Stock exchange 
might well have experienced the same fate as that of Nortel. In fact, while

While the truth might never be known, the perception that many were
disenfranchised in November is a strongly held one.

Despite the pending civil rights lawsuits, official inquiries and hundreds
of sworn statements gathered by the NAACP, no one might ever know whether
African-Americans really faced widespread infringement of their voting
rights in November.

But a Times poll of black voters shows just how firmly that belief has
taken hold. More than eight in 10 black voters in Florida believe blacks'
ballots were disproportionately rejected or not counted during last year's
election. One in three said they or someone they know personally was denied
fair access to voting in November.

The deep suspicions come from people like 69-year-old Lillie Jackson of
Miami who tried to vote for Al Gore. When she punched the pin through the
punch-card ballot, it appeared the hole was in the wrong place, not by
Gore's slot. A poll worker let her try once more, and the same thing
happened. She still suspects her vote for Gore was never counted in the
machine tally.

Then there's Lori Pitts, 37, of Jacksonville, who before Election Day had
called the elections office to verify she was registered. She went to the
precinct where she had always voted and was told she needed to vote
elsewhere because she had recently moved.

They sent her to another precinct, where no one could find her name on the
voter list. She headed to the downtown elections office to straighten out
the problem, but the polls closed by the time she arrived.

"I went around the world in a day and still got nothing," said Pitts, who
never filed a complaint.

Robert Little, a 38-year-old Fort Lauderdale resident, had no problem until
he tried to vote. The punch-card ballots, he said, were very tough to punch
through. He had difficulty with them, and so did a number of elderly voters
he saw.

"I think they did it on purpose, so the Republicans can get back in
office," said Little, who voted for Gore.

Leighwynn Howell, an associate pastor in his church and a Pinellas County
correctional officer, has little doubt what decided the presidential
election: "It was Jeb Bush and his cronies."

"It was predicted a month before the election that everything hinged on
Florida. Isn't it amazing that so many blacks went to the polls, and then
it turned out so many of their votes weren't counted?"

In follow-up telephone interviews, many of the people participating in the
poll offered anecdotes of voting problems that could just as easily be
explained as random confusion amid massive voter turnout, rather than
intentional obstacles placed in front of voters. Some recounted
difficulties they had heard happened to friends of friends or heard through
the media.

"The wings of the media may be flying this story, but that really doesn't
matter," said Rob Schroth, the Washington D.C.-based pollster who conducted
the poll for the Times. "A large percentage of African-American registered
voters believe it to be true, which in the world of politics has always
been more important than fact. In this case, it's a perception very
strongly held."

The complaints about voting rights infringement began streaming into civil
rights groups well before polls closed Nov. 7. There were reports of
intimidating law enforcement officers near predominantly black polling
places, about people being turned away from the polls, being refused
assistance with their ballots, or being incorrectly pegged as felons
ineligible to vote.

Various election analyses have helped fuel the suspicions about systematic
disenfranchisement of minority voters.

Large urban counties with big black populations tended to have problematic
punch-card ballot systems; majority white precincts were more likely to
have extra equipment available to help straighten out questions about
voters left off of voter lists; thousands of voters, many of them black,
were wrongly removed from voting lists because of a faulty program aimed at
purging convicted felons from voter rolls.

Ballots rejected for not showing a presidential vote or showing too many
disproportionately fell in predominantly black precincts. In Duval County,
for instance, an estimated 50 percent to 60 percent of the 26,000 discarded
ballots came from black neighborhoods.

"In Duval County, the votes that weren't counted were mostly black voters.
That's fact," said Mary Graham of Jacksonville. "I grew up in segregation,
and I know what the right to vote means. People died for it. Something
happened in Florida that's not right."

The St. Petersburg Times poll of African-American voters in Florida was
conducted Feb. 3-5 by Schroth  Associates, a Washington polling firm that
works primarily for corporate clients but also for both Democratic and

Hospitals Nurse Workforce Shrinking

WASHINGTON (AP) _ Health experts are warning Congress that the nation's
pool of registered nurses will shrink in the next 20 years _ leaving a boom
of retirees without skilled caregivers.
"When you visit your father after a coronary bypass or your mother in an
Alzheimer's unit, you expect a competent nurse to be there," Linda Hodges,
a nursing college dean from Arkansas, told the Senate Health, Education,
Labor, and Pensions subcommittee on aging issues at a Tuesday hearing.
The hearing on how much the federal government should pay for recruiting or
keeping nurses came as the Health and Human Services Department prepared to
release new figures Wednesday on the nursing work force.
Preliminary data show the nursing work force has risen, but it is also
growing older. And fewer nurses are entering the profession below the age
of 30 and fewer are earning advanced degrees and training.
Figures provided by the Senate on Tuesday shows out of 2.7 million licensed
registered nurses, 2.2 million were employed as nurses in 2000. That is
compared with the 2.5 million licensed to practice, and 2.1 million
employed in the 1996 government survey, conducted by the department's
Bureau of Health Professions.
  From 1996 to 2000, the average age of registered nurses has risen from
44.3 to 45.2, the Health Department figures show.
Federal officials and nursing groups agree the nation will experience an
acute shortage of registered nurses starting in 2010, when today's nurses
start to retire.
But age isn't the only factor. Experts said at the Senate hearing:
Mid-career departures are cutting into the talent pool. Fewer young people
are taking up the profession. And the 94 percent of women in nursing are
increasingly finding doors opening in business, law and other
male-dominated careers.
"Nurses tell me they feel undervalued, overworked, and underpaid," said
Sen. Barbara Mikulski of Maryland, the top Democrat on the Senate panel.
Sen. Tim Hutchinson, R-Ark., who chairs the subcommittee, said senators
would introduce a plan in the next few weeks that would include grants for
nursing scholarships and training programs.
In the meantime, witnesses said, the need for specialized care is already
eating into local and state budgets. Last November, nursing shortages
forced Johns Hopkins Hospital in Baltimore to leave 10 percent of its
surgical beds unfilled, delaying or canceling some surgeries.
Health care needs are too unpredictable for hospitals not to be prepared
with enough staff, said Brandon Melton, who oversees hiring for the
Denver-based Catholic Health Initiatives system of 120 not-for-profit
health centers.
"We have no control over flu outbreaks, highway accidents, or the scores of
other emergencies that erupt on a daily basis," he said.
Witnesses called for an increased federal role.

   Rep. Bob Barr, Georgia Republican, has introduced legislation that
would restore the president's license to order a hit on a foreign leader, if
that individual were deemed a threat to U.S. personnel or national security.
   "The United States already takes actions clearly designed to remove
foreign leaders. In the 1980s, we took actions clearly designed to remove
[Libyan President] Moammar Gadhafi," said Mr. Barr, in his office yesterday.
   "People may pretend that we don't do these things, but these are
precisely the type of actions that we sometimes take. It is better policy to
be more honest and recognize the president does and should have this
authority."
   Most observers say that Congress is unlikely to do much with Mr. Barr's
bill.

Political Infighting Weakens Myanmar 19 February 2001

Summary

Lt. Gen. Tin Oo, Secretary 2 of Myanmar’s State Peace and Development Council
(SPDC) and chief of staff of the army, died in a helicopter crash Feb. 19.
Tin Oo’s death is likely to accelerate the factional struggle within the
SPDC, as the more liberal factions see an opportunity to acquire some of the
conservatives’ waning power. The political infighting threatens not only
Yangon’s stability, but also threatens already strained relations with
Myanmar’s neighbor Thailand.

Analysis
Lt. Gen. Tin Oo, Secretary 2 in Myanmar’s State Peace and Development Council
(SPDC) and chief of staff of the army, died in a helicopter crash Feb. 19.
According to official state media, the crash resulted from inclement weather.
Earlier reports from Myanmar and Thailand, however, have cited the cause of
the crash as engine failure or an attack by ethnic rebels.

Tin Oo, No. 4 in the SPDC hierarchy, was responsible for military operations
and economic affairs. He advocated a strong response to Myanmar’s numerous
ethnic and political opposition groups and reportedly survived three
assassination attempts in the last five years. His death will likely stir an
internal power struggle within the SPDC between hard-line leaders and a
competing pragmatic faction. The internal political strife threatens not only
Yangon’s stability, but will further strain relations with Myanmar’s
neighbor Thailand.

For several years, the SPDC leadership has been embroiled in an internal
power struggle over who will replace the aging chairman, Sr. Gen. Than Shwe.
At the center of the battle are SPDC Vice Chairman and army Commander in
Chief Gen. Maung Aye and SPDC Secretary 1 and Chief of the Directorate of
Defense Services Intelligence Khin Nyunt, the respective No.2 and No. 3
within the ruling council.



 Maung Aye holds the support of the armed forces, and as vice chairman stands
to inherit the leadership role from Than Shwe. The more pragmatic Khin Nyunt,
who has less support from the military, instead has been instrumental in
arranging peace deals with various ethnic rebel factions and promotes a more
moderate and economically open Yangon.

Tin Oo, a hard-line element in the SPDC, was rumored to be Maung Aye’s choice
for SPDC vice chairman, supplanting Khin Nyunt in the ruling junta. Sources
in Myanmar say that Khin Nyunt has long wanted Tin Oo dead, suggesting
previous assassination attempts were part of the internal power struggle.
With Tin Oo gone, both Maung Aye and Khin Nyunt will move to fill the vacuum
with their own supporters.




While the competition heats up inside Yangon, relations with neighboring
Thailand may suffer. Bangkok and Yangon share a contentious relationship, due
largely to Myanmar’s ethnic armies and drug cartels along the border. During
the term of former Thai Prime Minister Chuan Leekpai, Bangkok pulled back
from contact with Yangon, sending relations into an even deeper spiral.
Thailand’s new Prime Minister Thaksin Shinawatra, elected Feb. 9, has pledged
to reopen the stalled contact with Yangon.

On the same weekend that Thaksin was elected, however, clashes between the
Myanmar army and Thai army broke out around the Thai border town of Mae Sai
in Chiang Rai province. The fighting, a spillover from Myanmar’s annual
spring offensive against ethnic Shan rebels, left at least 19 dead on both
sides of the border, according to The Associated Press.

While the fighting subsided after three days, a war of words between the
neighbors continued to intensify. Thailand accused Myanmar of violating its
territory and shelling civilians in an artillery barrage. Thaksin, who had
earlier suggested his first official foreign visit would be to Yangon,
criticized Myanmar for allowing some ethnic minority groups on the border to
produce drugs. Thaksin added that if diplomatic means proved insufficient to
solve the long-standing border issue, “We will have to deal with it in our
own way, and this is an assertive policy,” according to the Times of India.

For its part, Yangon repeated allegations that the Thai military supports the
ethnic Shan rebels, giving them sanctuary and even supplying them with
landmines and other explosives. Official Myanmar media said Thailand was
suspected of reinvigorating a 50-year-old concept of “Greater Thai Policy,”
which called for the annexation of parts of Laos, Myanmar and China.

With increasing numbers of troops on both sides of the border, the situation
remains tense. On Feb. 19, Thai Cabinet members, including the foreign
minister and defense minister, emphasized they no longer had plans for any
official visits to Yangon. For its part, Yangon played up fears of a Thai
military coup, releasing an editorial in the official New Light of Myanmar
that politicians and military officers in Thailand were stirring

Clinton stirs fresh debate with defense of Rich pardon
Defense of fugitive financier has Republicans in an uproar

WASHINGTON -- Former President Clinton's first detailed defense of the pardon
of financier Marc Rich raised new questions Sunday from Republicans involved
in the fugitive's case.

Far from putting the controversy to rest, the explanation "raises more
questions than it answers," said New York Mayor Rudy Giuliani, who originally
prosecuted Rich.

In a lengthy opinion piece published in the New York Times, Clinton denied he
issued the pardons because of payments by Rich's ex-wife to his library
project, his wife's Senate campaign and the Democratic Party. Clinton said he
acted "in the best interest of justice."

"The suggestion that I granted the pardons because Mr. Rich's former wife,
Denise, made political contributions and contributed to the Clinton library
foundation is utterly false," he wrote. "There was absolutely no quid pro
quo."

But one of the reasons Clinton listed for granting the pardon touched off a
fresh controversy.

Clinton said the case for the pardon was "reviewed and advocated ... by three
distinguished Republican attorneys: Leonard Garment, a former Nixon White
House official, William Bradford Reynolds, a former high-ranking official in
the Reagan Justice Department, and Lewis Libby, now Vice President (Dick)
Cheney's chief of staff."

But the three men emphatically denied they "reviewed and advocated" the Rich
pardon.

"It is absolutely false that I knew about and endorsed the idea of a pardon,"
Garment said in a separate Times article.

Reynolds said, "I was astounded. I have had no communications with the
Clinton administration or the president ... having to do with the effort to
obtain the pardon at any time."

A Cheney spokeswoman said, "The assertion that Mr. Libby had anything to do
with President Clinton's pardon is nonsense."

Following those denials, former White House spokesman Joe Lockhart told
ABC-TV's This Week that Clinton made a mistake to include them. "It is
incorrect to say that they were part of the pardon application," Lockhart
conceded.

But Lockhart said it was earlier work by the three, who served as Rich
attorneys at different times, "that persuaded the president that he ought to
grant the pardon."

An editor's note in today's Times said, "During the press run, Clinton's
office asked that the reference to `applications' be changed to `the case for
the pardons' to try to clarify Clinton's point." The revision, the Times
said, was meant to refer to the principle that Lockhart spoke of.

New York U.S. Attorney Mary Jo White, a Clinton appointee, announced last
week she had opened a criminal investigation into the pardon to determine
whether Rich had bought it.

Rich, along with business partner Pincus Green, fled the United States in
1983, shortly before being indicted in the largest tax-fraud case in American
history. Rich was charged with 50 counts of racketeering, wire fraud,
income-tax evasion and illegal oil trading with Iran.

The Rich pardon touched off criticism after it was revealed his former wife
donated more than $1 million to Democratic campaigns, more than $100,000 to
Hillary Rodham Clinton's Senate race, and $450,000 as a first payment on a
donation to the Clinton library.

The controversy deepened as it was revealed Clinton granted the pardon
without input from the federal prosecutors in New York, or from the U.S.
Justice Department.

In his Sunday article, Clinton said he had several reasons for pardoning
Rich, including that other oil companies doing similar deals were not charged
criminally but "were instead sued civilly by the government."

Clinton also said he had important foreign-policy reasons for giving Rich
clemency.

"Many present and former high-ranking Israeli officials of both major
political parties and leaders of the Jewish communities in America and Europe
urged the pardon of Mr. Rich because of his contributions and services to
Israeli charitable causes," Clinton wrote.

Previously, Clinton said that Israeli Prime Minister Ehud Barak and the man
who recently defeated him, Ariel Sharon, both sought the pardon.

Giuliani, who led the investigation of Rich when he was U.S. attorney in New

 A legal memorandum prepared for President Bush accuses Bill Clinton of
having abused his presidential powers to issue executive orders, many of
which are described as illegal, improper or political. Top Stories
 In a 24-page review of Mr. Clinton's numerous executive orders and
federal regulatory rule-making, a senior legal analyst for the Heritage
Foundation sharply questioned the legality of many of the outgoing
president's actions and urged Mr. Bush to revoke or revise them..
 Todd F. Gaziano, who wrote the lengthy legal memorandum, said Mr.
Clinton aggressively used executive decrees "in situations where he failed to
achieve a legislative objective. Moreover, he repeatedly flaunted his
executive order power to curry favor with narrow or partisan special
interests."
 A review of Mr. Clinton's orders showed that "a disproportionate number
of these executive directives were either illegal or issued in the
furtherance of an improper policy or political objective," said the memo, a
copy of which was obtained by The Washington Times. Its findings, which are
to be made public today, will be submitted to the White House.
 "A president who abuses his executive order authority undermines the
constitutional separation of powers and may even violate it," the memorandum
said.
 "History will show that President Clinton abused his authority in a
variety of ways and that his disrespect for the rule of law was
unprecedented. Given this pattern, no one should be surprised that Clinton
sometimes abused his executive authority as well," the memo said.
 Many of the abuses by Mr. Clinton were in his use of executive orders
under the Antiquities Act of 1906, which he used to create seven national
monuments comprising a million acres of land, as well as in directives in
other areas of foreign, defense, environmental policy, regulatory review and
civil rights, the memo said.
 Congress considered legislation to prevent abuses of executive orders
but ran into stiff opposition from the Clinton administration. However, the
memo said it would be "a mistake to try to restrict a president's lawful and
proper executive order authority because of one abusive president."
 "Because few reforms can be imposed on a president over his veto, it
makes sense for Congress to work with the new president on such reforms
rather than overreact to the abuses of the last president," the memo said.
 The hundreds of executive orders that Mr. Clinton signed in the closing
months and weeks of his presidency sparked substantial controversy, and the
Heritage analysis said much of the criticism was justified.
 One of the most sweeping orders Mr. Clinton signed on Dec. 4 created the
largest protected area in the United States, covering an 84 million-acre
ecosystem around Hawaii that will be off-limits to oil exploration and will
limit commercial fishing. In another sweeping action on Jan. 9, the
Environmental Protection Agency approved regulations to protect tens of
thousands of acres of wetlands, marshes, swamps and bogs.
 All presidents have used executive orders under authority that in most
cases Congress has given them, but in Mr. Clinton's case, "a baser motive
seemed to prevail in the use of executive power," the memo said. Mr. Clinton,
it added, pushed his authority beyond legal limits.
 Every president since Harry S. Truman was "generally more careful to
stay within their constitutional and statutory grants of authority in the
exercise of their executive order authority — until the administration of
President Clinton," Mr. Gaziano wrote.
 "Although the number of illegal executive orders issued by Clinton does
not constitute a large percentage of his total 364, the pattern of illegal
orders, often without any claim of statutory or constitutional authority, was
still striking," he said.
 The memo said the "clearest example of Clinton's lawlessness" was when
he signed his " 'striker replacement' executive order" in 1993 after Congress
refused to change labor law to prohibit businesses from permanently replacing
workers who were on strike.
 The executive order was unanimously overturned by the U.S. Court of
Appeals.
 One of the most "outrageous" orders signed by Mr. Clinton, under the
Antiquities Act, was the establishment of the 1.7 million-acre Grand
Staircase-Escalante National Monument in Utah, the memo said. When President
Carter used this act, in most cases the areas covered only a small amount of
land.
 Mr. Clinton's order created this landmark area "with insufficient public
participation and arguably without adequate due process," Mr. Gaziano said.
While Mr. Clinton's sweeping use of the Antiquities Act is now facing legal
challenge in court, the Heritage analysis

Poll Names America's Best Presidents

WASHINGTON (AP) - Americans mentioned Ronald Reagan (news - web sites), John
F. Kennedy and Abraham Lincoln most often when asked in a poll whom they
regarded as the greatest president of the United States.

Those three former presidents were followed by Bill Clinton, Franklin
Roosevelt, Harry Truman, George Washington and Jimmy Carter, grouped together
slightly behind the top three in the Gallup Poll. Others mentioned were
George H.W. Bush, father of the current president, Theodore Roosevelt,
Richard Nixon and Dwight Eisenhower. Others were mentioned by a combined 5
percent.

Reagan was mentioned by 18 percent, Kennedy by 16 percent and Lincoln by 14
percent in the poll of 529 adults taken Feb. 9-11. The poll had an error
margin of 5 percentage points.

A year ago, Kennedy and Lincoln were mentioned most often, and Reagan and
Franklin Roosevelt were slightly behind them. Two years ago, Lincoln was
first, and Reagan, Kennedy, Clinton and Washington were grouped right behind
him.

When people were asked whether they would prefer to see George Washington or
Abraham Lincoln as president today, six in 10 said Lincoln and just under
three in 10 said Washington.

Gallup released the poll data for President's Day, which is celebrated
Monday. The holiday was originally celebrated on Feb. 22 each year on the
birthday of Washington, the nation's first president.

But, in 1968, Congress decided to make it a three-day weekend, setting the
holiday marking the first president's birthday as the third Monday in
February.

In 1971 President Nixon issued a proclamation declaring the holiday
Presidents Day in order to also honor Abraham Lincoln, who was born Feb. 12.

India Fires at Pakistani Planes

JAMMU, India –– Indian army gunners fired at two Pakistani reconnaissance
planes intruding into India's air space in Jammu-Kashmir on Monday, officials
said.

Army sources said one plane was believed to have been shot down, and that
there was "an explosion followed by smoke from the other side."

In New Delhi, an Indian Air Force source said the planes entered Indian
territory around 2:30 p.m. local time. The source said the planes are
believed to have been low-flying Mushaq trainer aircraft on a reconnaissance
mission.

Indian ground troops spotted them and opened fire, forcing them to return,
the air force officer said. The Indian military was looking for wreckage in
the area but it appeared that they had crossed over into Pakistani territory,
the sources said.

In Pakistan, army spokesman Col. Saulat Raza refused to comment. Pakistan's
air force said it had no knowledge of the incident.

Indian guns engaged the aircraft in the Chhamb Sector, said Col. S.P.K.
Singh, the northern command army spokesman. The area is about 35 miles
northwest of Jammu, the state's winter capital.

India was lodging a complaint with Pakistan over the incident, the spokesman
said.

In the past, both India and Pakistan have alleged violations of air space
against each other, but Monday's incident was the first in more than a year.

The worst air clash occurred in August 1999 when Indian fighter planes shot
down a Pakistani surveillance aircraft, the French-built Atlantic-I, over
Kori Creek, a boggy expanse in the western Kutch peninsula. Sixteen Pakistani
servicemen were killed.

A day later, Pakistani troops fired a surface-to-air missile toward three
Indian military helicopters flying journalists over the marshy border region.

In a separate development, Kashmiri militants killed 15 Indian soldiers and
wounded several others in an overnight attack on an army convoy in troubled
Kashmir, rebels said Monday.

Islamic guerrillas belonging to the Pakistan-based Al Badar Mujahedeen group
reportedly ambushed the military convoy with rockets, automatic assault
rifles and grenades. The attack occurred in Badgam in Indian Kashmir, they
said.

A statement issued by the group in Islamabad said rebels and Indian troops
waged a bitter gunbattle for several hours. One rebel was killed.

India accuses Pakistan of fomenting violence on its Kashmir territory and of
backing Islamic militants waging a 12-year secessionist uprising.

Pakistan denies the charge.

Both countries lay claim to a united Kashmir, which was divided between the
two uneasy neighbors after British rule of the region ended in 1947.

The two neighbors, who both now possess nuclear weapons, have twice gone to
war over Kashmir.

Pakistan, meanwhile, condemned India of what it called launching a "campaign
of terror and repression" in Kashmir.

Scores of peaceful civilians, including children, have been killed and
wounded by Indian army last week, Pakistan Foreign Ministry said in a
statement.

Pakistan also condemns the detention of Kashmiri separatist politicians and
demands their immediate release, it said.

Bacteria could eliminate e-coli

A lethal form of food poisoning could be eliminated by feeding cattle with
"friendly bacteria" that eradicate harmful germs from the animals' gut, the
annual meeting of the American Association for the Advancement of Science was
told on Sunday.

The approach could help prevent serious food poisoning from the dangerous
0157 strain of e-coli bacterium, which lives in cattle and is the main cause
of food poisoning from eating undercooked beef products.

An outbreak killed 21 people in Scotland in 1996. But the germs also cause
illness in people who are exposed to cattle manure on farms.

Experiments at the University of Georgia have shown success in removing the
0157 strain of e-coli bacterium - which causes 100,000 cases of serious
food-borne illness in the US each year - by giving cattle probiotic cultures
of other e-coli strains that are harmless to people and animals.

"In most animals, these friendly bacteria have killed all the 0157 bacteria
by germ warfare inside the gastrointestinal tract within two weeks," said
Michael Doyle, director of the university's Centre for Food Safety.

"People have to remember that animals often lie on their manure, which clings
to their hair and hides," said Professor Doyle. "A recent outbreak in
Pennsylvania where children were infected by e-coli was associated with a
farm visit."

The traditional method of vaccinating animals to prevent them carrying 0157
did not prevent the cattle shedding the bacteria in faeces, he said. "Our new
probiotic treatment shows great promise."

JERUSALEM (AP) - Patriot anti-missile missiles will be launched in the course
of a five-day joint Israeli and American military exercise that began in a
stretch of desert in southern Israel on Monday.

The same type of missile was used against Iraqi Scuds fired at Israel during
the Persian Gulf War in 1991. The Israeli army said the exercise was planned
more than a year ago and was not related to the U.S. and British airstrikes
Friday on Iraq.

According to U.S. Maj. Martin Downie, the live missiles will be fired close
to drones serving as artificial targets. The missiles will not aim at the
drones, but an area nearby. The teams will then measure for accuracy.

During the Gulf War, the Patriot missiles deployed in Israel proved
ineffectual against 39 Iraqi Scuds fired at Israel.

The communications and training phase of the U.S.-Israeli exercise, called
Juniper Cobra, began Feb. 6. At the time, the cruiser U.S.S. Porter was
stationed off Israel. The ship carries radar capable of detecting missiles.

``It (the exercise) has been extremely successful,'' Downie said. ``In
general we understand each other's procedures a lot better now.''

  dangerous, secret, "sleeper" army which theoretically at least can be called
  upon by the covert government at any time and deployed to do what would very
  likely be the most horrific and gruesome tasks imaginable.

  This doesn't sound very good to me, and one must hope fervently that one way
  or another the programming starts to break down and disintegrate for most of
  these unfortunate people. A more widespread acknowledgement of the actual
  existence of these wretched operations and certainly a more open and public
  discussion of the entire topic and its ramifications by our society (media)
  would be one way to help dissolve the psychological barriers within us that
  prevent an understanding of the severity of the problem; and most especially
  those psychological barriers within these "targeted" individuals that
  prevent conscious awareness on the part of the main, true personality of the
  means used to shatter their psyches and the resulting alternate, programmed
  personalities. In other words, overcoming the phenomenon by which any actual
  concrete, conscious memories of the events surrounding the psychosexual
  abuse and EM/RF-assisted programming are erased or blanked out of the
  subjects' minds.
  Members of contemporary society, in particular young people, are subjected
  to a good deal of overt mind manipulation programming by means of the fluff
  and mind candy disseminated by the mass entertainment corporations and major
  news media conglomerates; most certainly many of the video and computer
  games aimed so heavily at children and teenagers have a significant
  "programming" impact upon participants as well. In addition to that the
  entire population is to a degree subject to subliminal transmissions , some
  coupled to commercial broadcasting and others not.

  Perhaps the best way to sum all of this up right now is to say that those
  who cherish, support and will defend human freedom and the right of humanity
  to fulfill its most positive, most life-affirming, most inclusive, most
  expansive, most compassionate and most loving destiny: take heed, and take
  action now, in any way you can, to counteract the influences of those people
  who wield the technologies described in this report in pursuit of the aims
  and agendas noted.

McMartin Preschool Story

"In 1983, hundreds of kids disclosed to their parents and therapists that
they were abused at the prestigious McMartin Preschool in Manhattan Beach,
California. Seven people were arrest and charged with hundreds of counts of
child sexual abuse, setting off the longest and most expensive trial in U.S.

article. The following interview was between Neil Brick, editor of SMART and
Jackie MacGauley, mother of one of the alleged survivors of abuse at the
McMartin Preschool. All accusations are alleged.

Do you have any proof and references that the children at McMartin were
abused?

We were in court for 7 years. Still the longest trial in U.S. history. My
daughter and hundreds of people I know deal with the aftermath on a daily
basis. Our children's medical reports and the tunnels which corroborated one
of the most 'fantastic stories' the children recounted. The tunnels are
documented in a formal report now located at a Law University. The most
compelling proof was living with my daughter and dealing with all of her
revelations and fears.

Why were the defendants declared not guilty?

The jury very clearly stated that the prosecution did not prove their case.
The jurors were convinced that someone did commit the crime. One juror said
she would have liked to have heard more from the children. All 7 defendants
were held over for trial after the pretrial. Criminal counts were added.
Before the trial, when the case was not assigned to a courtroom or judge,
District Attorney Ira Reiner decided to drop 5 of the defendants. A memo
cited that he did not want any of "These kinds of cases anymore." About 10
other preschools were closed, but there could be no arrests without any
possibility of prosecution. It was becoming an embarrassment to his office. I
was told by a witness family that one defendant had enough counts and enough
evidence to be tried, but Mr. Reiner felt the case would not be successful if
he included her. A mother/son situation seemed like a more plausible story.
Some child witnesses refused to testify when parents saw how the children
were treated on the witness stand by the 7 defense attorneys. Some families
were still willing to testify but were never even notified that they were no
longer needed.

How do you feel about the media and their involvement in the case and after
the case?

At first I was amazed at the attention we got. This is a small town and it
involved only a few local families, I thought at the time. I never really did
understand why it mushroomed as it did. I ask experts and they give different
explanations. Dr. Underwager was speaking out on behalf of the defendants in
Jordan, Minnesota. Janet Reno was D.A. in Miami during the Countrywalk case.
She won the case when Illiana Fuster testified against her convicted murderer
husband, Frank Fuster. The giant Bakersfield case and others started well
before the McMartin case.

The media likes to report things that they know will sell their newspapers
rather than reality. What happened in court was far from representative of
the reality of the crime. Moral of this story, do NOT believe much of what
you hear or read in the media.

Do you believe there were tunnels at McMartin? What proof can you offer to
verify this?

You are asking the person who actually did the project. We heavily documented
our findings in photographs, scientists' reports and analysis. There were
also an abundance of witnesses, including the media. The formal report is
housed at a University Law Library at the moment.

If you do believe the allegations at McMartin were true, how long do you
believe they were going on? What evidence do you have for this?

My daughter attended the school for 4 months in (Sept through January when it
closed) 1982-1983. The most recent allegations began in August, 1982 when
Judy Johnson took her 3 year old son to a doctor who reported it to the
authorities.
A lot of us parents still talk about what happened. A friend of mine was
Mayor during that time.  We still console each other over what happened. A
lot of us still feel totally disgusted with the whole thing. Compelling (and
corroborating) evidence for me and her family and Doctor was a friend who was
44 when she died last October. She was in the second class ever given at the
old location, about 1958.  Her psychiatrist introduced her to me in 1984.

Do you know about anyone writing articles trying to disprove the allegations
at McMartin, and why do you feel they would do this? Do you have any evidence
for this?

Hard as it is to believe, the world is still chock-full of professional educators who 
worship the
ideals of a state-sponsored, indoctrinating public school system. This system is 
wrought with
funding boondoggles, and has proven to be an arrant failure overall, damaging millions 
of children
in the process.

Public education is based on the idea that government is the "parent" best equipped to 
provide
children with the values and wisdom required to grow into an intelligent, functional 
adult. To
reiterate what former first lady Hillary Clinton professed, these public school 
champions believe
"it takes a village.."

It doesn't take a village to raise and educate children. It takes a family, a church, 
interested
third parties such as friends and neighbors, or quality private educational 
institutions that
flourish under a capitalistic system and respond to the paying parent-consumers.

As Hebrew University historian Martin van Crevald points out in his book, The Rise and 
Decline of
the State, the archetype for state-directed education was popularized by 
nineteenth-century state
worshippers who wanted to impose a love of big government ideals upon the youth. There 
was also the
move toward secularization, and an overall appetite for "discipline" of the unruly 
(meaning
independent) masses that buttressed the campaign to take education out of the hands of 
family and
church.

After all, unruly, independently educated masses might resist government's objectives, 
and this kind
of disarray would be unacceptable in the move toward building a powerful, controlling 
state
apparatus. Prussia's Frederick William I and France's Napoleon discerned this, as did 
a legion of
other despotic rulers throughout the 18th and 19th centuries.

Modern-day education has built on the foundation set forth by these tyrants. What is 
most
disquieting about the public education mindset is that those who believe most strongly 
in it are
convinced that there are no other noble alternatives, and that the alternatives that 
do exist are
merely a hindrance to the only real education, that which is provided via the public 
domain. The
egalitarian core belief of these educators is that society is responsible for 
obtaining,
maintaining, and paying for the process of equally developing young minds.

Bias Against the Smart and Hardworking
But since the laws of the modern state that control the educational system lean toward 
equality,
that means a bias against the smart and hardworking. This takes education to the level 
of heavy
egalitarian leanings, sustaining the philosophy that schools have the obligation to 
treat all
students as pure equals - equal in intelligence, work ethic, performance, and desire. 
Such nonsense
is refuted by H. George Resch in "Human Variety and Individuality" on the Separation 
of School and
State website.

Mr. Resch contends that compulsory, government-controlled education is trying to 
achieve ends that
are not possible due to the fact that general equality is not only impossible to 
define, but that
biological, environmental, and cultural differences among us are so vast that a 
compulsory,
standardized public education poses difficulties that cannot be overcome, and 
certainly not by a
public school system.

It's obvious that public schooling is neither beneficial to most students, nor is it 
efficient.
Education is an acquired good, a good that has to meet the needs of the consumers, or 
else face
rejection in the free market. Hence, the necessity for individually-tailored private 
educational
institutions that cater to the urgencies of the marketplace, or home schools that 
provide a quality
environment for each student's direct needs.

In school districts throughout the land, public school teachers and administrators, 
along with
closely allied PTA's, battle a threatening voucher system - extolled by conservatives 
as the "great
solution" to education. The voucher system, to the public school proponent, means the 
likely
scenario of competition - a little bit of the free market invading their 
government-protected world
of free-form indoctrination.

Vouchers may - according to these public educators - open up the possibility that 
parents would seek
higher standards in the public school curriculum, educational materials, and 
teacher-administrator
qualities, or else these parents could easily cash in on their vouchers and move on to 
an
alternative institution that is more likely to listen to their wishes, and modify its 
overall
teaching program accordingly. This means that all those educators using "Heather has 
Two Mommies" to
brainwash children on the "virtues" of homosexuality might have to trade in such 
liberal balderdash
for truly educational literature. How ridiculous that the education system should dare 
have to fall
into the snare of having to concede to the free market!

 of sworn statements gathered by the NAACP, no one might ever know
 whether
 African-Americans really faced widespread infringement of their
 voting
 rights in November.

 But a Times poll of black voters shows just how firmly that belief
 has
 taken hold. More than eight in 10 black voters in Florida believe
 blacks'
 ballots were disproportionately rejected or not counted during last
 year's
 election. One in three said they or someone they know personally was
 denied
 fair access to voting in November.

 The deep suspicions come from people like 69-year-old Lillie Jackson
 of
 Miami who tried to vote for Al Gore. When she punched the pin
 through the
 punch-card ballot, it appeared the hole was in the wrong place, not
 by
 Gore's slot. A poll worker let her try once more, and the same thing
 happened. She still suspects her vote for Gore was never counted in
 the
 machine tally.

 Then there's Lori Pitts, 37, of Jacksonville, who before Election
 Day had
 called the elections office to verify she was registered. She went
 to the
 precinct where she had always voted and was told she needed to vote
 elsewhere because she had recently moved.

 They sent her to another precinct, where no one could find her name
 on the
 voter list. She headed to the downtown elections office to
 straighten out
 the problem, but the polls closed by the time she arrived.

 "I went around the world in a day and still got nothing," said
 Pitts, who
 never filed a complaint.

 Robert Little, a 38-year-old Fort Lauderdale resident, had no
 problem until
 he tried to vote. The punch-card ballots, he said, were very tough
 to punch
 through. He had difficulty with them, and so did a number of elderly
 voters
 he saw.

 "I think they did it on purpose, so the Republicans can get back in
 office," said Little, who voted for Gore.

 Leighwynn Howell, an associate pastor in his church and a Pinellas
 County
 correctional officer, has little doubt what decided the presidential
 election: "It was Jeb Bush and his cronies."

 "It was predicted a month before the election that everything hinged
 on
 Florida. Isn't it amazing that so many blacks went to the polls, and
 then
 it turned out so many of their votes weren't counted?"

 In follow-up telephone interviews, many of the people participating
 in the
 poll offered anecdotes of voting problems that could just as easily
 be
 explained as random confusion amid massive voter turnout, rather
 than
 intentional obstacles placed in front of voters. Some recounted
 difficulties they had heard happened to friends of friends or heard
 through
 the media.

 "The wings of the media may be flying this story, but that really
 doesn't
 matter," said Rob Schroth, the Washington D.C.-based pollster who
 conducted
 the poll for the Times. "A large percentage of African-American
 registered
 voters believe it to be true, which in the world of politics has
 always
 been more important than fact. In this case, it's a perception very
 strongly held."

 The complaints about voting rights infringement began streaming into
 civil
 rights groups well before polls closed Nov. 7. There were reports of
 intimidating law enforcement officers near predominantly black
 polling
 places, about people being turned away from the polls, being refused
 assistance with their ballots, or being incorrectly pegged as felons
 ineligible to vote.

 Various election analyses have helped fuel the suspicions about
 systematic
 disenfranchisement of minority voters.

 Large urban counties with big black populations tended to have
 problematic
 punch-card ballot systems; majority white precincts were more likely
 to
 have extra equipment available to help straighten out questions
 about
 voters left off of voter lists; thousands of voters, many of them
 black,
 were wrongly removed from voting lists because of a faulty program
 aimed at
 purging convicted felons from voter rolls.

 Ballots rejected for not showing a presidential vote or showing too
 many
 disproportionately fell in predominantly black precincts. In Duval
 County,
 for instance, an estimated 50 percent to 60 percent of the 26,000
 discarded
 ballots came from black neighborhoods.

 "In Duval County, the votes that weren't counted were mostly black
 voters.
 That's fact," said Mary Graham of Jacksonville. "I grew up in
 segregation,
 and I know what the right to vote means. People died for it.
 Something
 happened in Florida that's not right."

Justice Thomas steps up

WASHINGTON -- Clarence Thomas does not like large crowds. He
prefers the company of family and friends; the comfort of
neighborhood eateries and baseball diamonds where he can teach
kids to keep their gloves down as ground balls come skipping
their way.

But circumstance often thrusts unassuming men into major roles --
and last Tuesday, before a throng of formally dressed men and
women at an American Enterprise Institute dinner, the associate
justice of the United States Supreme Court issued a long-overdue
call for a renewed civil-rights movement.

He didn't advertise his talk as such, and he never would accept
responsibility for leading any cause, but his address carefully
analyzed a phenomenon many Americans have come to recognize: The
civil-rights movement has gone slowly, perceptibly, terribly
wrong.

What began as a crusade for equal rights under the law has soured
into a big-money quest to impose racial preferences. A movement
that once united Americans of every class and color has turned
into an agent of segregationism, race-baiting and political
intrigue. What arose as a populist cause championed by ordinary
citizens has degenerated into cults of personality backed by
corporate America and shielded from scrutiny by a cadre of
enforcers and intimidators. "We Shall Overcome" has given way to
"Show me the money!"

The grandees of the New Segregationism have maintained their
authority through the raw and shameless use of force. The average
hack employs two weapons: protests and killer epithets. If a
white man runs afoul of the establishment, he gets tagged a
"racist." Black iconoclasts get dubbed "Uncle Toms." These labels
are the most corrosive and feared in the land, and the mere
threat of using them has reduced strong men and women to
gelatinous nothings.

Nevertheless, truth has a funny way of squirming through the
murk. Consider these propositions: Kids have a better chance of
living good and productive lives if they grow up in the same home
as their mother and father. Federal welfare imposed a
family-wrecking policy on poor Americans. A strong conscience is
a surer and more admirable form of birth control than a condom.
Jury nullification has helped predators create a whole new
generation of black victims.

The "civil-rights movement" has become a Potemkin operation: all
storefront and no store. There is no longer a practical
distinction between affirmative action and quotas. Diversity
training has become a tool for imposing uniformity of thought.
Race-norming, like Jim Crow, fetters black students and workers
with low standards and low expectations. And most importantly,
"black leadership" has become the chief shill for programs that
have inflicted breathtaking damage on average black Americans.

Everybody knows these things are true; almost nobody dares say
them aloud for fear of reprisals -- job loss, humiliation, a
demand for some groveling public recantation. It has been that
way for some time. In his speech, Thomas offered a 1974 quote
from theologian Michael Novak: "Honesty on questions of race is
rare in the United States. So many and unrecognized have been the
injustices committed against blacks that no one wishes to be
unkind, or subject himself to intimidating charges. Hence, even
simple truths are commonly evaded."

Thomas encouraged his audience to stop indulging in polite lies
about race relations and demand public acknowledgment of impolite
truths. "A good argument diluted to avoid criticism is not nearly
as good as the undiluted argument," he said, "because we best
arrive at truth through a process of honest and vigorous debate.
Arguments should not sneak around in disguise, as if dissent were
somehow sinister."

Most Americans know that racial harmony isn't difficult to
achieve. You give people a chance to live side-by-side, and share
everyday triumphs and hardships. We have won most of the big
battles already: Discrimination no longer enjoys any cachet.
Younger Americans don't think of racism as a threat, and
intermarriage rates make it obvious that love increasingly is
becoming colorblind.

As a country, we have rolled back the tide of old animosities.
Unfortunately, the New Segregationists keep getting in the way,
demanding that the nation re-live the 1960s and revive old
suspicions and grievances.

Thomas outlined the best way to deal with such bullies: Punch
back. A good place to start would be to call out anybody -- right
or left -- who makes gratuitous use of the "racist" label. The
same goes for activists who believe that the road to personal
salvation must travel though a government office.

When Martin Luther King Jr. talked about going to the
mountaintop, he didn't mean standing in line to get some
government-issued scrip. He had in mind the kind of dignity
Clarence Thomas discussed -- and has practiced -- while his
detractors were

Bobby Zarem, who made sure she appeared in all the right columns,
and an "imagist" (he prefers to be called "family friend"), Brad
Boles, who says he helps "realize Denise's vision for parties and
events" and helps pick out her clothes.

On off nights, Rich would make the scene with her posse, which
consisted largely of black music associates and gay retainers.
Even Zarem has been heard to grumble, "They drag her out to all
these ditzy, drecky things at these stupid clubs, and here I am
trying to maintain a prestigious image. I don't think much of any
of them, but then, I'm not a hairdresser." Under Zarem's
tutelage, Denise also set out to prove herself in a slightly
loftier realm: politics. She wrote her first check to Bill
Clinton during the Gennifer Flowers, draft-dodging days of his
beleaguered campaign. Denise, after all, knew a thing or two
about scandal, and says she felt an affinity with the charming
candidate. "He is a beautiful person," says Denise. "We're all
human, you know?"

Covering all bases, she has also generously supported Rudy
Giuliani, the very man who chased her husband out of the country.
"I came back here, and people thought I'd hang my head in shame,"
says Denise. "Why? I'm proud to be an American."

Even "during the darkest moments," the Clintons could count on
Denise Rich, says Steve Grossman of the DNC. "She made it very
clear she would do anything to help. And I don't just mean she
writes checks. Lots of people write checks. But there are few who
have, well, a sense of wonderment about it."

White House won't hinder Rich probe

 The White House will not interfere with a criminal probe of
President Clinton's last-minute pardon of fugitive financier Marc
Rich, despite President Bush's call to "move on" and not dwell on
the incident.

  "I do not think it is the role of the president to dictate to
the independent Justice Department what investigations they
should or should not conduct," White House spokesman Ari
Fleischer said yesterday. "The president has expressed his
opinion when he was asked about the Marc Rich pardon."

 U.S. Attorney Mary Jo White of the Southern District of New
York confirmed yesterday that her office is conducting a criminal
probe of the Rich pardon, which Mr. Clinton issued only two hours
before he left office, without any of the customary Justice
Department review procedures that usually accompany pardons.

 While Mrs. White refused to elaborate on the nature of the
probe, law-enforcement officials say she is looking into whether
personal gifts and political contributions by Mr. Rich's ex-wife,
Denise Rich, influenced Mr. Clinton's decision.

 Mrs. White is also looking into whether the wealthy Mr.
Rich, who lives in Switzerland, might have helped Mrs. Rich
finance the gifts. Mrs. Rich is believed to have contributed more
than $1 million to Mr. Clinton's campaign, the Democratic
National Committee (DNC) and Mr. Clinton's presidential library
fund. She also gave furniture to the Clinton family.

 While the president has unlimited power to grant pardons
under the Constitution, nothing exempts him from federal laws
against bribery.

 In a statement released yesterday by his office, Mr. Clinton
denied any wrongdoing.

 "As I have said repeatedly, I made the decision to pardon
Marc Rich based on what I thought was the right thing to do," Mr.
Clinton wrote. "Any suggestion that improper factors, including
fund raising for the DNC or my library, had anything to do with
the decision are absolutely false. I look forward to cooperating
with any appropriate inquiry."

 Congressional investigators have been looking into the Rich
pardon as well, even though Congress has no power to interfere
with a presidential pardon.

 The federal investigation will temporarily derail the
aggressive investigation envisioned by House Government Reform
Committee Chairman Dan Burton, Indiana Republican.

 The committee's majority counsel, James Wilson, said it
would maintain a "respectful distance" so it wouldn't conflict
with Mrs. White's investigation.

 That means the committee will likely back off demands to
have Mrs. Rich testify and, perhaps, issue subpoenas for bank
records and other documents. It will also delay a plan by the
committee to offer Mrs. Rich immunity in return for her
testimony, staff said.

 But nevertheless, committee officials yesterday said they
will subpoena three of Mr. Clinton's closest White House aides —
former chief of staff John Podesta, lawyer Beth Nolan and adviser
Bruce Lindsey — for the next hearing on the pardon.

 In addition, the panel will recall Rich attorney and former
White House counsel Jack Quinn for the same hearing, which has
been scheduled for March 1.

 The committee also asked Mr. Clinton and Mr. Rich to release
all their aides and lawyers from any executive and
attorney-client privilege so they can testify freely.

 "We're also asking Mr. Rich, if he has nothing to hide, to
let his counsel speak freely and that goes for the documents that
have been claimed by them as well," committee spokesman Mark
Corello told reporters.

 On Monday, Mr. Bush told reporters that he is not interested
in questions about Mr. Rich, or other scandals surrounding the
former president. There were reports that Mr. Clinton's staffers
vandalized the White House on their way out, and Mr. Clinton
admits that he took furniture and gifts from the White House when
he left.

 "My attitude is, all this business about the transition,
it's time to move on, it is," Mr. Bush said. "It's time to stay
looking forward, and that's what I'm going to do."

 Mr. Fleischer said yesterday that Mr. Bush's attitude has
not changed in any way. But he said that does not mean Mr. Bush
is calling for a halt to Mrs. White's probe.

 "One of the things that President Bush stressed in his
selection of the person to run the Department of Justice is it
should be a nonpolitical Department of Justice," Mr. Fleischer
said. "And when something is nonpolitical, that means you leave
investigative decisions to the professionals who make those
decisions."

 Mr. Fleischer said Mr. Bush is not worried that a scandal
over the actions of his predecessor might in some way harm his
own power to grant pardons. There have been suggestions on
Capitol Hill to amend the Constitution to curtail the president's
broad pardon power, and some legal scholars say a bribery probe

When Uncle Sam was a drugs runner

It does not strike me as odd that Bill Clinton should have given
a presidential pardon to Marc Rich, whom the US prosecutors
regard as the biggest tax fraudster in American history, or that
Mrs Rich should have given large donations to Hillary’s Senate
campaign, to the Clinton Library project, and to the Democratic
Party. That is exactly the sort of behaviour I would have
expected.

The interesting question is not whether Clinton has had criminal
contacts or taken tainted campaign funds. It is whether he can
continue with his cover-ups and comebacks, now that he is out of
the White House. Even The New York Times and The Washington Post
have begun to criticise him.

This may be a very important question for American politics. If
the whole Clinton story becomes fully known, that could change
public attitudes and even the balance of power between the
American parties, perhaps for years to come. It even casts some
doubt on Tony Blair’s judgment; surely British Intelligence must
have told the Prime Minister about Clinton’s record, so well
established over the past 20 years or more.

The Prime Minister had reasons of state to seek a good working
relationship with the President, but his emotional buddyism was
regrettable. How much more must those Democrats who defended,
praised and sucked up to Clinton be regretting it now.

If the full Clinton story is ever told, I am not sure that it
will either be the Republicans or the mainstream US press that
will tell it.

In 1994, I remember making inquiries in Washington about the Mena
airport scandal. Even now, most Americans have never heard what
happened at Mena, Arkansas. Yet it is the biggest scandal of
modern American history, as the black caucus in Congress well
knows. Mena was the wholesale route of cocaine importation into
the US in the 1980s; the cocaine was turned into crack; the crack
epidemic ravaged the Black districts of the big American cities
as badly as Aids ravaged the homosexual community in the same
period.

To explained what happened at Mena, I will quote from a
contemporary letter I have in front of me.

“Congress of the United States. January 26, 1989. To Governor
Bill Clinton, State Capitol, Little Rock, Arkansas. Dear Bill:
The investigation into alleged guns and drug smuggling at Mena
Airport can be cleared up by a local Grand Jury that will require
state funds. Deputy Prosecutor Charles Black of Mt Ida, the state
police and congressional investigators are interested in
convening such a grand jury . . . Black knows of witnesses who
will testify that planes loaded with guns went to South America
and returned loaded with drugs.

“Certain DEA (Drug Enforcement Agency) agents have stated that
the late convicted smuggler Barry Seal was flying weapons to
Central America in violation of US foreign policy and, in return,
the federal government secretly allowed Seal to smuggle drugs
back into the United States.

Congressman Bill Hughes’s Sub-Committee on Crime had learnt
independently that at the time Seal was working on the famous
Nicaraguan ‘Sting’ operation for the DEA and the CIA in 1984, he
was still running drugs. Sources in Mena indicate that smuggling
activities at Meana continued after Seal’s murder in 1986 and are
still continuing . . .”

Seal was murdered by Colombian gunmen while in federal custody.
The signature on this letter has been blacked out, as has the
congressman’s room number. However, internal evidence makes it
certain that the letter was written by Congressman Bill
Alexander. Was he a member of the “conservative conspiracy” which
Hillary Clinton has alleged is behind the allegations against her
husband? Not at all; Alexander was an Arkansas congressman; he
was at that time the Democratic whip in the House of
Representatives, and the senior Democrat of the House
Appropriations Committee. If he had a political motive, it would
have been to embarrass the Republican Administration, not the
Democrats. His inquiry was sidetracked both in Arkansas and in
Washington.

Barry Seal, like Marc Rich, was a billionaire. He had numerous
bank accounts, of which a single one, in the Fuji Bank in the
Cayman Islands contained $1.64 billion (£1.09 billion). One of
his associates, quoted by Ambrose Evans-Pritchard in The Sunday
Telegraph of October 9, 1994, claimed that between 1980 and his
murder in 1986, Seal imported 36 metric tonnes of cocaine, three
tonnes of heroin and 104 tonnes of marijuana.

SAN FRANCISCO - A U.S. Army expert in biological warfare is
urging Washington to prepare for a bioterrorism attack that he
says is inevitable and could unleash a silent killer such as
smallpox, anthrax or the plague on an unsuspecting public.

"We need more of a sense of urgency about this," said Colonel
Edward Eitzen, a doctor and bio-weapons specialist at the U.S.
Army Medical Research Institute of Infectious Diseases.

Biological warfare is the "ultimate weapon" since the first sign
of attack would likely be sick or dying people showing up at
doctors' offices and hospital emergency rooms, he told the annual
meeting of the American Association for the Advancement of
Science.

He said the pathogens that would be released in a bioterrorism
attack are relatively cheap, accessible and easy to conceal.

Col. Eitzen said terrorists could even willingly infect
themselves with smallpox and walk around a city, knowingly
infecting people for 14 days before symptoms developed.

Public health staff and medical doctors need to be educated about
the threat, warned Dr. Margaret Hamburg, who recently stepped
down as a bio-weapons advisor to the U.S. Department of Health
and Human Services.

One big concern is that a disease such as smallpox or anthrax
could spread for days before the epidemic is noticed. Most
emergency rooms and physicians, Dr. Hamburg said, have never seen
a case of smallpox or anthrax and some of the deadly diseases
have flu-like symptoms in the early stages.

While U.S. government agencies are working with researchers to
devise a response, the doctors urge scientists to impress on
politicians the need to take the threat more seriously.

They also want to see disease surveillance and testing systems
expanded so more labs can identify suspicious microbes within
hours.

Col. Eitzen said the U.S. Centers for Disease Control recently
ordered production of new smallpox vaccine, but it will take four
years to produce. When the vaccine becomes available, he said,
governments might want to renew discussions about who should be
vaccinated, as military personnel and doctors are no longer
routinely required to get the shots.

He also said the military medical staff has been cut
significantly in recent years and is hard-pressed to keep up with
its workload. Meanwhile, bioweapons may also be used to attack
the brain.

"Biotechnology will give us the capability to manipulate all of
the life processes including cognition," said Dr. Matthew
Meselson, a geneticist at Harvard University.

"It's different from previous technologies in that it has the
potential of changing people, not just destroying them."

The threat is still theoretical, he said, but "profound advances
in biology" such as deciphering the human genome that spells out
some of the biological controls of life could make it possible.

"Over time surely we will be able to manipulate all life
processes, including cognition, emotions, reproduction, heredity
and development," he said.
