Since Datameet is a forum where a lot of earth science / GIS/RS people

A few of us (M D Madhusudan, Pradeep Koulgi and I) who work on Google Earth 
Engine  realised the potential it has to 
improve collaboration among groups using remote sensing for impact in 
India. However the lack of a dedicated forum was still one of the barriers 
keeping a community from forming. Hence we initiated the Earth Engine India 
Users Community  (Website 
 and Google Group 
) This is an 
unofficial user community site for Earth Engine enthusiasts based in India 
or elsewhere who are working on India specific themes and problems using 
Remote Sensing/GIS. The forum is open to members of any level of expertise, 
from beginners and the curious to experienced users. We hope to see some of 
you engage with us there, share your scripts, discuss possible 
collaborations and more.

As part of the Community activities we're organising a Webinar Series ‘EE 
India Community-on-Air ’. 
This series will be a monthly feature, taking place on the 1st Saturday of

[datameet] Open Water Data - Precipitation

Hi all,
we (Datameet Pune & CIS) have released the first version of our web app for 
rainfall data, allowing you to download daily rainfall data for an area of 
your interest for the time period from 1981 to 2017

the dataset used to show precipitation data is CHIRPS v 2.0, the same 
dataset used by the IIT Gandhinagar team in their recent publication.

P.S.: Do note however that their dataset has been further corrected for 
errors and biases to compare it with IMD data, which we haven't done yet.
Planning to do so in the coming months.

Few requests
1) If there's anyone out here who has scraped IMD weather station data in 
the past few years we would very much like to see that, it would help in 
further validating the CHIRPS data. Please do get in touch.
2) If anyone out here works in water resources/hydrology/RS or is 
interested in the same we would like to chat to see how we can take this 
work further.
3) We need people to test out the app and give feedback or point out 
issues. Fill out a short feedback form here

practices while assisting rural communities' efforts to manage their forest 
lands.

*About the Project*
Approximately 1100 villages in Gadchiroli district in Eastern Maharashtra 
have applied for and received 'Community Forest Rights' (CFR) over the last 
few years. This means that the Right to Govern land that has been 
traditionally used by these villages for collection of forest produce is 
now in their own hands. Earlier, State ownership of forest lands always 
posed a challenge to sustainable forest management because sale of forest 
produce could always be controlled by government, which didn't directly 
have a long term interest in the sustainability of the forests. 
Village communities in these areas are now coming together to collectively 
plan for management of the forest resources and livelihoods in the 
district. Dr. Madhav Gadgil, renowned ecologist and his associates have 
been in communication with about 50 Gram Sabhas in the region to provide 
them with capacity building and technical support to catalogue forest 
resources and prepare forest management plans. Datameet Pune has been in 
dialogue with Dr. Gadgil on this matter and we have prepared a list of 
tasks we could assist them with.

*Tasks*
1. Locating Census Codes of the chosen 1100 villages
2. Extracting tabular data about the villages from various CFR documents 
(mostly PDFs)
3. Preparing an automated process to develop village maps to go with 
wikipedia articles that have already developed for each village.
4. Preparing a process so people in the villages can use a GPS app to mark 
out more details of forest lands in their own villages. This information 
can then be uploaded and inserted into village maps.

5. Help with preparing a project proposal for translating QGIS to Marathi. 
This is so people in each village can prepare more detailed maps they can 
add to the articles.
6. Helping prepare a basic curriculum in GIS data collection and analysis 
for a diploma course in Community Forest Management for Mumbai University 
(which will be taught by Dr. Gadgil among others) beginning Feb, 2018

We need help with the above tasks, most of it is volunteer work and some 
may involve an honorarium. Those interested and *willing to commit time* please

Please see attached a paper by Datameet  and CIS 
. This paper seeks to take one step forward in the 
direction of better water data, by highlighting currently available data 
relevant to water resources mgmt, generated from remote sensing sources, 
Govt sources, citizen sources and other relevant global meteorological data.The 
idea for this paper arose from a need that was felt for strategies to 
address the lack of easily accessible open data in the water sector. The 
government at different levels effectively operates as the monopoly in 
monitoring the status of water resources in the country. Hence their 
shortcomings in making water data available affects the ability of 
researchers, civil society groups, businesses and citizens to understand 
the degree of water availability and demand, thereby making more 
sustainable decisions challenging.

The paper discusses specifications of different datasets, including 
information such as duration of data availability, spatial and temporal 
resolution, data formats, licenses, methods of access etc. The paper also 
compares these different datasets to assign a simple 'open data' score to 
each dataset. Links to relevant resources to understand and use each of the 
datasets have been listed. Though many datasets are highlighted the authors 
of the paper wish to make clear that no single data source must be 
considered accurate without question. 

The hope driving this initiative is that a conversation opens up around 
these datasets beyond small academic communities. Once the data in question 
is openly available to all concerned stakeholder groups, only then can the 
quality of the debate around water data evolve. Working groups of multiple 
stakeholders deliberating on open data we hope could lead to better 
knowledge of the state of water resources. We request that you take some 
time to browse through the paper and offer your thoughts, comments, 
questions and feedback. General feedback via mail to p...@datameet.org and 
specific feedback as comments in the Google Doc. 

Even after highlighting the availability of this data hurdles to access 
water data still remain because as it stands currently using these datasets 
is technically challenging. Hence in addition to this effort Datameet is 
also working towards building an open access web platform that simplifies 
access to these datasets even further. This tool would also allow 
juxtaposing community collected water data alongside global and national 
datasets, not just for visualization but also for analysis and 'bottom-up' 
model building. While this is a long term effort, the first iteration of 
this tool will be shared with you in the coming weeks.

We welcome collaborations with water sector professionals (especially field 
researchers), civil society groups, RS & GIS professionals and also 
especially web developers in this work. Do mail us to discuss more.

Hmm, didn't know about this Map my India project either

We can write, but I feel they won't have a problem with the MMI 
requirement, as long as their service is affordable.
Its more than just the algorithm and database right..
even if open source algorithms are available someone still needs to create 
the digital infrastructure (tools & APIs) that businesses or governments 
can use to access location databases on a large scale
and anyone who does create that digital infrastructure will want to recover 
the costs of building it.

At times like these we need more examples of successes of open data, 
databases, etc. to counter

I wonder why Google hasn't publicized their system more, especially since 
its already integrated with Google Maps and its only a 6 digit code

With regards to adoption it seems as though these systems will be easier 
for location based service companies/government services to adopt
For general community users who are just looking to find their way around, 
you're right... they would want the address to have some 
intuition/hierarchy.
It appears that's what FB is going for with their approach. It seems as 
though their approach may be accepted more easily than W3W.
I don't think either of the two will be organically adopted though. They 
would depend on government to force it through.

I'm not sure if contour line shapefiles are commonly published anywhere.
However DEM raster files (from which you can generate contour lines of any 
intervals) are available from multiple sources
USGS Earth Explorer (SRTM 1 Arc second Global) :

Bhuvan (India's geo-portal for Cartosat DEM) 
http://bhuvan.nrsc.gov.in/data/download/index.php

Uttarakhand is small enough that you may need only 4-5 raster tiles
Once you have those you can easily derive contour shapefiles from them in 
QGIS
http://www.qgistutorials.com/en/docs/working_with_terrain.html

Land Use maps are less accessible, you would need to write to Bhuvan for 
them separately.
What resolution maps are you looking for?

I use the WRIS WMS for the rivers layer and command areas of irrigation 
projects layer.
Both are fairly accurate. I've been able to find smaller streams, named in 
government documents (environmental clearances) which can't be found on 
google/osm.
So in that sense they're usable.
In fact I'm toying with the idea of editing osm waterways to resemble the 
rivers WMS available on WRIS.
Arun, what do you think, since you've done a lot of editing of rivers on 
OSM already?

Added my comments on the hackpad.
Agree with Dev about the use of insignia,seals etc. There isn't a clear 
reason why this should be forbidden as long as the seals are published 
along with the dataset it should be ok
Also on Gora's point, non-exclusive should not preclude commercial use of 
data.

With respect to information containing identity it is more tricky. My 
initial thoughts were
I don't think we can completely argue for no exemptions, without giving a 
clear reason why not. Because we have to ensure personally identifying 
information is kept out. Since this license applies to non-digital data as 
well, its scope is much wider than data.gov.in. People may be given 
documents by government offices where a person' identity is difficult to 
obscure. In this case even I would support that the user who has obtained 
this data shouldn't publish it openly, but he should have the right to 
access, use, adapt the data. The only place I can imagine where personally 
identifying information is vital is if someone is gathering information 
that could criminally incriminate someone. In this case I honestly don't 
know what is appropriate because publishing identity is vital to exposing 
the crime.

Hi Justin,
Speaking from the Datameet Pune group here. We also have the files, for 
many states. Dev helped us with figuring out an open WFS endpoint on the 
Bhuvan site.
Since then we've downloaded the data for these 10 states. 



We've also been really keen on publishing the datasets. To answer your 
question as to why haven't we done it yet. 

- Yes, the fear of having to answer the question of how we got the files is 
one reason.

- Secondly, we're working on cleaning them up and adding census attribute 
data to them. Like Dev said, the Bhuvan shapefile isn't an exact match to 
the census list of villages. But we've found that with some cleaning we 
still get a very usable dataset. 

Once we create thematic visualizations from these its easier to show their 
usefulness and get broader support from academics,civil society (rather 
than just tech groups) asking for these datasets to be open. 

Take the savethemap campaign for example. Its hard to spread awareness when 
not many people understand what impact it could have.


One thing making the cleaning process cumbersome is that not all of the 
files have both village codes 2001 and 2011 in their attribute tables. It 
seems that some of the files we downloaded were a work in progress. For 
example when I first downloaded Maharashtra it didn't have any 2011 census 
codes. When another of the DM Pune guys downloaded Maharashtra a few weeks 
later it had both 2001 and 2011 census codes. 


Having said all this it's obviously no good if we do all the cleaning up 
and then don't have a plan for publishing it. Its about time already! I 
suggest we have a dialogue about this within this group about the best way 
to do it. Perhaps Thej, Nisha can comment?

I am in favour of a strong stance against this bill being passed in any 
form. There should be (almost) no compromises. The only regulation I can 
possibly support is regulating map providers so that they blank out all 
military areas, but this bill is much much larger in scope than that. We 
should directly raise the question of what goal is really achieved by this 
bill? Since ostensibly, the main purpose of the bill i.e. preserving the 
'*security, 
sovereignity and integrity of India*' can still be threatened because 
geospatial data (satellite imagery etc) for India is still available to 
people outside India. 
Many have suggested that this is not really about integrity but 
representation i.e. international boundaries, to compel map providers to 
show India's boundaries, as declared by the GoI. This in fact Google 
already does, they show all of J as India's territory. Even if they don't 
in my opinion amounts to restriction on freedom of speech if you are not 
allowed to make a map showing that one part of the country is claimed by 
other governments, or a map showing that some people, somewhere are 
demanding a new state.
This bill will also severely affect NGOs which definitely cannot afford the 
process of licensing for every single map they wish to use/publish. It 
could also be used as a tool to silence dissent if organizations publish 
maps the government doesn't like.

The *email template* to be sent out is top priority. Is there someone 
already working on it? It should reject the bill altogether explaining why 
this bill doesn't really achieve its stated purpose and also how it will 
stifle GIS innovation in India.
The wording of the email template will need to be simple language, without 
tech jargon.

[datameet] Land Use Land Cover [LULC] Raster for India available through Bhuvan on request

Since there was discussion around Land Use - Built up areas, people can 
also see LULC maps Bhuvan makes available for India as both a Web Map 
Service and in the form of the original raster. They prepare LULC maps for 
India at a scale of 1:250k annually since 2004-05 and 1:50k (higher 
resolution) once in every five years (2005-06, 2010-11) The 1:50k maps are 
available only as a WMS (useful only for visualization), but 1:250k are 
available as a raster GeoTIFF (which lends itself to analysis). You have to 
go through a certain procedure and fill out an MoU and mail them a letter 
explaining your intent, then follow it up with a few phone calls.

I applied for the raster for the Mahanadi River Basin, (80-87E and 19-24N) 
for all 10 years from 2004-05 to 2013-14, on behalf of the NGO that I work 
for and they have made it available to us with a single use license (wish 
it was open access, but this is still better than nothing) As per my 
understanding they process each request and verify that no areas of concern 
for national security are within our specified area of interest before 
making it available.

For *Groundwater levels* the Water Resources Information System (WRIS, CWC) 
has a pretty good map of monitoring wells and temporal, seasonal data for 
groundwater over the years

For *Surface and Groundwater quality* data is available for download from 
WRIS

CWC has about 400 surface water quality stations across India and CPCB has 
about 900. Both measure a different range of parameters, CPCB fewer 
parameters than CWC. Historical data is available for download, in many 
cases 20 years or more.
You can mail/call WRIS if you have difficulty accessing data. They are 
cooperative, in my experience.

The data could be visualized in many ways, better than the WRIS website 
does it.
Will be great to see what you come up with.

One of issues with surface water quality though is that there aren't enough 
stations across the country, and this is an issue near bigger industrial 
polluting areas The range of parameters the existing stations measure is 
also inadequate to capture industrial pollution. Thus we really need to 
provide some space for citizen monitoring of water quality.
Urban pollution (sewage) and even some agricultural pollution (nitrates) it 
may capture well.

Let me know your comments once you explore more.

They have basin shape files for each continent.
The shapefile for India looks something like this.
It shows the major river basins well, but not many of the sub-basins and 
this is particularly relevant for N and NE India, where it appears as 
though the Ganga and Brahmaputra are just one basin

Been going over the presentation and first of all this is great work! Very
systematic thinking.
I have added some of my thoughts below. Not all of this is necessary in
v1.0 of this Bus routes mgmt system, but thinking long term, these are
features that i thought were important.

*Stop viewing*

   - Let users rate/comment on the state/quality of bus stop.
   - Give the users the timings (departure/arrival) for their starting bus
   stop to the stop they want to go to (some bus maps i've seen only show what
   time the bus leaves from its depot so the user does not know what time it
   will reach his/her own stop) Maybe you could have an option for 'Leave now'
   or 'Leave later' like Google maps

*Route viewing*

   - Let users comment on the state/quality of the
   bus/driver/conductor. Something like the olacabs app. (only makes sense if
   more or less the same bus drives on the same route each day)
   - Let users see a tab showing the expected and actual arrival times of
   the bus (on average, for different days of the week) sort of like what the
   irctc website has for trains. This could be enabled with an app that
   records bus passenger gps data. I have an irctc app that does the same when
   i'm on a train

*Route management*

   - If the system could somehow show live data for 'number of passengers'
   on each trip (based on ticket sales/avg distance travelled) that could form
   the basis for more responsive/flexible decision making on which routes need
   more frequent buses. It would also give insight into whether the use of
   buses in the city is increasing/decreasing, thereby giving policymakers
   incentive to improve the system (because metrics show concrete improvements)

Besides the above points we could also have social media integration, so
users can share any positive experiences.
Also with this system the mobile app would be as important if not more
important than the web interface, most internet traffic these days is
mobile.

I also had some thoughts on the discussion and proposal put forth by
Adhiraj. As a separate initiative, it can very well be made the goal for a
modelling exercise, seems like a problem that programmers could do well
with. The goal would be optimizing the routes for 'time taken' and
'frequency' based on multiple inputs.

 by 2 or 3 colleges working together.
