called the Exchange Resource Manager which is reasonably priced and much
more full featured than the other direct booking options I am aware of.

Then you misread. Create a trust between the two domains. Give an
account in one domain Admin permissions in both Exchange sites at the
Site levels. You should be able to move mailboxes to your heart's
content.

The error indicates the problem is at the client but not for 30 users. I
thought the problem might be sid related since one of these sites has just
been move to a new computer. But eseutils and consistency don't correct the
situation.
