The only time I ever perform offline backups is if the server is offline for
some other, major reason -- like migrating to new hardware that can't be
done using Ed's move server method, if I have to do a restore and I don't
have a restore server, etc.

You should log in to the server using the domain admin account, but when
Exchange or SQL asks for an account to run with, it should be a seperate,
distinct account. That way, you're not logging into the server with the
Exchange Service Account ID, which is bad.

You have the mailbox. You set up a server based rule in the mailbox to
forward the mail to the public folder. Then you have a rule on the public
folder sending the information about the new message to the user.

you don't need to do this. Use the Exchange Agent part of Backup Exec to
backup the files online. If you don't have the Exchange Agent, use NTBackup
to create your backups.
Online backups = good.
