When you do a server-based shared review, each reviewer's comments are actually
stored separate from the review PDF, in separate XML files that are somehow
linked to the PDF document. That’s why you can have multiple reviewers
reviewing and marking up the document at the same time.

If you are working over a network, you might be running into a timeout problem.
If that's the case, try copying the source files to your local machine and
creating the PDF there.

Have you tried unstraddling the rows, then applying the conditions you want,
then re-straddling?
A workaround trick could be to unstraddle everything then tweak the table cell
borders to make the table appear as the straddled table you intend.

Looking at the dates on my Workspace files, I would guess that .fws is the
original you defined, and .cfws is the "customized" or "current" one storing
the latest changes to the workspace. Just my guess.

64-bit Win7 machine, whereas the rest of the department had 32-bit machines and
no problems.
