I am seeing a change in behavior from 2.9 when copying and pasting.
The pasted image shows a "draggable" icon, but gets anchored in place as soon
as I mouse click left on it.
If I edit and save in various combinations it becomes paste-then-drag able.

that problem I would import the bitmap
file into Inkscape and then convert it to a
vector file. Then I would blow up the vector
file. You will lose some detail but at least it
won't be grainy.

I suspect you are in an image mode without transparency (alpha) layer.
