I read an interesting article in yesterday's Chicago Sun Times
concerning that city's stepped-up efforts to collect more than $8
million allegedly owed by its top 1000 parking ticket scofflaws.
According to the article, City Hall will attempt to collect the unpaid
fines through waves of lawsuits
In Minneapolis if you don't pay your tickets, the
price tag grows very large. Then they become a
summons. Bench warrants are issued for your arrest and
the next time you're pulled over, you go to jail. It
then gets sorted out in court. I don't know whether
they ever really collect all that is

highlighted in recent Strib editorial) are good examples of why the
planning process needs to be fixed. I don't completely agree with how
the McKinsey plan reorganizes the departments, but it's on the right
track.

showed that the difference in traffic would be 2%. Everybody wants
light rail
to get drivers off the road, but it turns out that it is always other
drivers, not themselves, who are expected to ride the rails.
