For what it's worth, if I use an "Install Package" task sequence step, that
will execute successfully. However, once it hits the "Install Application"
or "Install Software Updates" steps, it fails.

only log the console process. Also use Process Explorer to verify that there

You shouldn't be using any GPOs if you're using ConfigMgr to deploy software
updates. There's a good chance that you have a GPO settings that's
overriding the ConfigMgr behavior of suppressing reboots. That could be why

ConfigMgr will always restart the computer with that setting enabled, I
believe. There's no intelligence to determine whether or not the package
requests a reboot. You could build a wrapper script to control it more

DirectAccess operates entirely separate from ConfigMgr. You would typically
have a dedicated DirectAccess server.

ConfigMgr. You could also write automation scripts using PowerShell to help
clean out Active Directory and DNS, which might help keep things tidy in
ConfigMgr as well.

I believe that, in Windows Server 2012, that requirement was removed
entirely. It still uses IPv6 internally somehow, though.

As far as I know, that is not necessary. All the appropriate WMI classes are
defined, for each type of task sequence step, which allow you to manage the
task sequence without exporting it first. I will have to do some research
and write up an example.
