version 1259 to connect to strangers; it seems to require a complete new

Both of my boxes wouldn't connect to strangers overnight. One running
1260 did not autoupdate during the night, the other already had 1262 and
just did nothing.
On both machines, update.cmd spawned a new cli window, says

Wireshark, formerly Ethereal, needs a startup thingy to capture live
network data: WinPcap.
Since my windows is restarted only once a week, I'm reluctant to add
such things. So I'm asking about the experience of someone who has both
FN and this app installed.

That file does not exist on my box.
Freenetwrapper.exe however runs but I've disabled the Freenet background
service in the windows services
